Job Overview:
The consultant will play a pivotal role in supporting the Initiative for Climate Action Transparency (ICAT) project in Algeria, which aims to enhance the country's capacity for monitoring, reporting, and verifying climate-relevant information. This position involves collaboration with the Ministry of Environment and Renewable Energies of Algeria and the UNEP Copenhagen Climate Centre (UNEP-CCC). The consultant will be responsible for developing and implementing a training program focused on the Greenhouse Gas Mitigation Cost Model (GACMO), which is essential for establishing mitigation scenarios and tracking mitigation options within Algeria's Nationally Determined Contributions (NDC) framework. The consultant will also apply GACMO to revise emission projections for Algeria, specifically for the years 2030 and 205
  • This role requires a deep understanding of climate change policies, GHG emissions modeling, and the ability to work effectively with national stakeholders to build robust transparency frameworks that align with national development priorities. The consultant's work will contribute significantly to improving the quality of data and analysis for Algeria's NDC implementation and reporting, thereby supporting the country's commitment to the Paris Agreement and its Enhanced Transparency Framework.

Duties and Responsibilities:
The consultant will undertake a variety of tasks and responsibilities, including:
  • Developing a comprehensive training program for national experts on the use of the GACMO tool, ensuring that the program is tailored to the specific needs of Algeria's context.
  • Participating in general and specialized training sessions provided by UNEP-CCC experts, acquiring expertise in GACMO to effectively support national experts.
  • Leading the collection of necessary information and data from national experts to develop GACMO versions for revising emission projections for 2030 and 2050, ensuring that the revisions cover both reference and mitigation scenarios.
  • Collaborating with UNEP-CCC experts to integrate feedback from the ICAT focal point and other national stakeholders into the development of GACMO versions.
  • Delivering final reports summarizing the training program and presenting the scenarios analyzed using GACMO, including participant evaluations and disaggregated data.
  • Ensuring that all deliverables are written in French and meet the technical review and approval requirements set by the ICAT focal point and UNEP-CCC.
  • Maintaining effective communication with national experts and stakeholders throughout the project to ensure successful implementation of the training and data collection activities.

Required Qualifications:
The consultant must possess an advanced university degree (Master's or equivalent) in a relevant field, with a strong technical background in climate change. Additionally, the following qualifications are required: a) A minimum of 10 years of proven experience in climate change, particularly in climate policy, legal frameworks, and mitigation actions in Algeria. b) Strong experience in GHG emissions modeling, including the use of forecasting tools such as GACMO, as well as expertise in the preparation and monitoring of NDC mitigation actions. c) Proven experience in climate change mitigation, specifically in the preparation and monitoring of NDC mitigation actions, and work conducted in the development of mitigation actions and their MRV systems for climate change mitigation. d) Familiarity with the UNFCCC and IPCC technical guidelines and the Enhanced Transparency Framework (ETF).

Educational Background:
Candidates must hold an advanced university degree (Master's or equivalent) in a relevant field, such as environmental science, climate policy, or a related discipline. This educational background is essential for understanding the complexities of climate change and the frameworks necessary for effective mitigation and reporting.

Experience:
The position requires a minimum of 10 years of relevant experience in the field of climate change, with a focus on climate policy, legal frameworks, and mitigation actions specifically within the context of Algeria. Candidates should have a strong track record of working on projects related to GHG emissions modeling and the implementation of NDCs, demonstrating their ability to navigate the complexities of climate governance and policy implementation.

Languages:
Fluency in French (spoken and written) is mandatory for this position, as all deliverables must be produced in French. Knowledge of English is considered desirable, as it may facilitate communication with international stakeholders and access to additional resources and documentation.

Additional Notes:
The consultancy is expected to last for a duration of 3 months, and the consultant will work part-time on this project. The position is not associated with any fees at any stage of the recruitment process, as the United Nations does not charge applicants for applying, interviewing, or training. The consultant will report to the National ICAT Focal Point from the Algerian Ministry of Environment and Quality of Life, as well as the Climate Advisor within UNEP’s Copenhagen Climate Centre.
