Job Overview:
The position involves supporting UN-Habitat in advancing urban reform in Ukraine through the development of an Urban Planning Code Concept. This initiative is crucial in the context of Ukraine's recovery from the impacts of the full-scale invasion that began in February 202
  • The role requires collaboration with the Ukrainian government to create a legislative framework that addresses both immediate war-related challenges and long-term urban development goals. The Implementing Partner will be responsible for engaging stakeholders, providing legal expertise, and facilitating public consultations to ensure that the Urban Planning Code Concept is comprehensive and inclusive. This position is pivotal in shaping the future of urban planning in Ukraine, ensuring that it aligns with the needs of the population and the goals of sustainable development.

Duties and Responsibilities:
The Implementing Partner will undertake a variety of tasks, including:
  • Reviewing existing materials from the Urban Planning Code Working Group to inform the development of the Urban Planning Code Concept.
  • Drafting the Urban Planning Code Concept, ensuring it reflects the needs and aspirations of the Ukrainian population.
  • Translating the draft into English to facilitate broader engagement and understanding.
  • Organizing three public events to promote the Urban Planning Code Concept, which includes logistical planning, stakeholder identification, and material preparation.
  • Finalizing the Urban Planning Code Concept based on feedback from public consultations.
  • Translating the final version of the Urban Planning Code Concept into English.
  • Attending regular progress review meetings with UN-Habitat and delivering monthly progress reports, a final progress report, and a financial report. The role requires a proactive approach to stakeholder engagement and a commitment to transparency and inclusivity in the urban planning process.

Required Qualifications:
Candidates must possess a strong background in urban planning, legal expertise in legislative drafting, and experience in stakeholder engagement. A proven track record of working on similar projects, particularly in post-conflict settings, is essential. The ability to navigate complex political and social landscapes while maintaining a focus on sustainable development principles is crucial. Additionally, candidates should demonstrate strong communication skills, both written and verbal, and the capacity to work collaboratively with diverse groups of stakeholders.

Educational Background:
A degree in urban planning, law, public policy, or a related field is required. Advanced degrees or specialized training in urban development, sustainable practices, or legislative processes will be considered an asset. Candidates should also have a solid understanding of the Sustainable Development Goals and the New Urban Agenda, as these frameworks will guide the development of the Urban Planning Code Concept.

Experience:
Candidates should have a minimum of five years of relevant experience in urban planning, legislative drafting, or related fields. Experience working with governmental and non-governmental organizations, particularly in the context of urban recovery and development, is highly desirable. Familiarity with the Ukrainian context and the challenges facing urban areas in the country will be an advantage.

Languages:
Fluency in English is mandatory, as all communications and reporting will be conducted in English. Proficiency in Ukrainian is also required, given the need to draft and finalize documents in both languages. Knowledge of additional languages relevant to the region may be beneficial but is not mandatory.

Additional Notes:
This position is expected to be a full-time engagement, with a contract duration aligned with the project timeline. The Implementing Partner will be required to demonstrate financial capacity and transparency, including the ability to maintain a separate bank account for funds provided by UN-Habitat. Compensation details will be discussed during the proposal evaluation process, and the organization must be prepared to provide in-kind contributions as part of their proposal.
