Job Overview: The Programme Management Officer position is situated within the African Institute for Economic Development and Planning (AIDEP) of the United Nations Economic Commission for Africa (ECA) in Dakar, Senegal. The officer will report directly to the Director of the Institute and will be tasked with a variety of responsibilities aimed at supporting the development, implementation, and evaluation of programs and projects. This role requires a proactive approach to monitoring and analyzing program development, identifying issues, and proposing corrective actions. The officer will also engage in consulting assignments, facilitating workshops, and assisting clients in managing change. A significant aspect of the role involves conducting research, analyzing data, and preparing various written outputs, including reports and publications. The officer will also be responsible for providing substantive support to meetings and conferences, conducting outreach activities, and collaborating on budget-related tasks. The position demands a strong ability to collect and analyze data to inform decision-making and contribute to the documentation of best practices and lessons learned.
Duties and Responsibilities: The Programme Management Officer will undertake a comprehensive set of responsibilities, including: participating in the development, implementation, and evaluation of assigned programs/projects; monitoring and analyzing program/project development; reviewing relevant documents and reports; identifying problems and proposing corrective actions; liaising with relevant parties; performing consulting assignments; researching and analyzing information from diverse sources; assisting in policy development; designing data collection tools; preparing various written outputs; providing support to meetings and conferences; conducting training workshops; participating in field missions; collaborating on budget and funding activities; collecting and analyzing data to identify trends; preparing project/program documents and reports; monitoring project implementation; and contributing to knowledge documentation by proposing best practices and success stories.
Required Qualifications: Candidates must possess a strong foundation in program management principles and practices. They should demonstrate the ability to identify and analyze issues, conduct independent research, and manage conflicting priorities effectively. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage, enhancing the candidate's qualifications for the role.
Experience: A minimum of five years of progressively responsible experience in project or program management, administration, or related areas is required. Candidates should have experience in developing and delivering communication products, such as presentations and reports. Additionally, two or more years of experience in data analytics and data management or related areas is desirable. Experience in resource mobilization and negotiation with donors for projects is also considered beneficial, as it aligns with the responsibilities of the role.
Languages: Fluency in both English and French is required for this position, as these are the working languages of the UN Secretariat. Knowledge of another UN official language is considered an advantage, broadening the candidate's ability to engage in diverse international contexts and enhancing communication within the organization.
