Job Overview: The Senior Evaluation Officer is a key member of the Programme Evaluation Group within OIOS, tasked with conducting evaluations of IAEA programs, policies, services, or functions. This role involves not only managing evaluation projects but also developing and improving evaluation methods and practices. The Senior Evaluation Officer is expected to act as a project manager, overseeing evaluations of mid- to high-complexity, and to serve as a methodical analyst who prepares recommendations aimed at enhancing the relevance, effectiveness, efficiency, impact, and sustainability of IAEA programs. Additionally, the officer must effectively communicate evaluation findings, both orally and in writing, and follow up on actions taken in response to recommendations. This position requires a proactive approach to promoting impactful evaluations and contributing to the development of evaluation-related guidance and tools.
Duties and Responsibilities: The Senior Evaluation Officer will conduct and manage independent evaluations in line with the OIOS Evaluation Policy and UNEG Norms and Standards. Responsibilities include managing evaluation projects by planning, implementing, and finalizing assignments on time and within budget, as well as identifying and supervising evaluation consultants. The officer will promote useful evaluations by developing an evaluation work program based on IAEA strategies and reporting findings to management. Other duties include contributing to the development of evaluation guidance, ensuring quality in evaluations, promoting the evaluation function within IAEA, and performing additional tasks as required.
Required Qualifications: Candidates must possess a Master's Degree in social science, political science, engineering, economics, or a related field. They should have a minimum of seven years of relevant professional experience in evaluation, project management, or program implementation, with at least three years of experience at the international level. Prior experience in supervising and coordinating the work of consultants and experts is also required. Excellent oral and written command of English is mandatory, and knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, and Spanish) is considered an asset.
Educational Background: The educational requirement for this position is an advanced university degree, specifically a Master's Degree, in fields such as social science, political science, engineering, economics, or other related disciplines. This educational background is essential for understanding the complexities involved in program evaluation and management.
Experience: The position requires a substantial level of experience, specifically a minimum of seven years in relevant professional roles. This experience should encompass evaluation, project management, and program implementation, with a strong emphasis on international experience, as candidates must have at least three years of relevant experience at the international level. Additional Notes: The IAEA offers an attractive remuneration package, including a tax-free annual net base salary starting at US $84,672, along with a variable post adjustment currently amounting to US $33,86
