Job Overview: The Programme Assistant position is situated within the Strategic Planning, Oversight and Results Division (SPORD) of ECA. The role involves supporting the planning and implementation of various programme and project initiatives, particularly those related to the UN Development System reform and cooperation with the African Union. The Programme Assistant will be responsible for conducting research, compiling and analyzing data, assisting in budget preparation, monitoring project proposals, and ensuring compliance with administrative processes. The position requires collaboration with programme/project managers and other stakeholders to facilitate effective reporting and implementation of initiatives. The Programme Assistant will also play a key role in maintaining internal databases, drafting correspondence, and providing guidance to junior staff, thereby contributing to the overall efficiency and effectiveness of the division's operations.
Duties and Responsibilities: The Programme Assistant will undertake a variety of responsibilities, including:
Assisting in the planning and implementation of programme/project initiatives.
Conducting research and compiling data on specific programmes/projects related to UN reforms and cooperation with the African Union.
Coordinating programme/project planning and preparation, monitoring the status of proposals, and ensuring timely submission of project documents.
Assisting in budget preparation and analysis, interpreting budget guidelines, and reviewing submissions for completeness and justification.
Monitoring and evaluating programmes/projects, tracking data related to outputs and resources, and preparing revised budget estimates.
Collaborating with programme/project managers on performance reporting and ensuring compliance with reporting requirements.
Drafting programme/project summaries and coordinating the review and clearance process for reports.
Serving as a focal point for coordination and monitoring of programme/project implementation activities, liaising with various ECA divisions and external partners.
Maintaining and updating electronic and paper files, generating reports and statistical tables, and preparing correspondence related to programme/project administration. 1
Providing guidance and training to new or junior staff members. 1
Assisting with data collection and analysis for presentations and reports. 1
Updating information materials such as web pages or brochures. 1
Performing other duties as assigned.
Required Qualifications: Candidates must possess a high school diploma or equivalent. A first-level university degree or higher can reduce the required work experience from seven years to five years. Candidates should have a strong understanding of programme/project administration, implementation, and evaluation processes, as well as technical cooperation and budgeting. The ability to identify and resolve issues, work with figures, and conduct basic research is essential. Candidates should demonstrate professionalism, teamwork, and effective planning and organizing skills, with a commitment to gender equality and inclusivity in the workplace.
Educational Background: The minimum educational requirement for this position is a high school diploma or equivalent. However, candidates with a first-level university degree or higher will have a reduced experience requirement, making them more competitive for the role. The educational background should ideally include studies related to economics, social sciences, or a field relevant to programme/project management.
Experience: Candidates must have at least seven years of progressively responsible experience in programme/project operations, administration, planning, and budgeting. This experience is crucial for understanding the complexities of UN operations and the specific requirements of the role. For candidates with a first-level university degree or higher, the minimum experience requirement is reduced to five years. Desirable experience includes minutes taking, report drafting, and coordination among different divisions within a UN entity or between UN entities. Additionally, experience in data analytics or related areas is considered an asset.
Languages: Fluency in oral and written English is required for this position, as English is one of the working languages of the United Nations Secretariat. Knowledge of another official UN language, such as French, is advantageous and may enhance a candidate's competitiveness for the role. Proficiency in multiple languages can facilitate better communication and collaboration within the diverse environment of the UN.
