Job Overview: The Programme Management Officer will play a crucial role in supporting local and regional projects related to customs data automation within the Pacific region. The officer will monitor and analyze the development and implementation of these programs, ensuring that any issues are identified and addressed promptly. Additionally, the officer will coordinate outreach activities, conduct training workshops, and lead field missions, providing guidance to external consultants and government officials. Duties and Responsibilities: The duties and responsibilities of the Programme Management Officer include:
Collaborating with clients to develop, implement, and evaluate ASYCUDA modules for various programs and projects.
Monitoring and analyzing program and project development, identifying problems, and initiating corrective actions.
Conducting consulting assignments, facilitating workshops, and assisting clients in developing action plans.
Engaging with national project teams and stakeholders to ensure effective communication and collaboration.
Researching and analyzing information from diverse sources to support project objectives.
Coordinating policy development and preparing evaluations or research studies.
Designing data collection tools and analyzing survey responses to draw conclusions.
Preparing written outputs, including reports, background papers, and publications.
Providing substantive support for meetings and conferences, including document preparation and agenda setting. 1

Required Qualifications: Candidates must possess a strong understanding of customs automation and trade-related legislation, with the ability to conduct data collection and manage complex information systems. They should demonstrate analytical skills for independent research and analysis, as well as the ability to manage conflicting priorities effectively. Professionalism, communication skills, teamwork, and client orientation are essential competencies for this role. The candidate should also be committed to incorporating gender perspectives in their work and ensuring equal participation of all genders.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of seven years of progressively responsible experience in project or program management, administration, or a related area is required. Experience in the digitalization of customs procedures is essential, along with a background in organizing and delivering training courses on customs procedures within governmental organizations. Experience at the international level in the automation of customs procedures and Electronic Single Window for Trade is also desirable.
Languages: Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is desirable and would be considered an asset for the position.
