Job Overview: The Information Systems Officer will play a crucial role in providing technical assistance and support to National Customs Services (NCS) and National Project Teams (NPT) in the Pacific Region. The incumbent will manage projects that involve feasibility studies, systems analysis, design, development, and implementation of moderately complex systems. This position requires a strong understanding of customs operations and the ability to translate user requirements into effective applications. The officer will also be responsible for maintaining and enhancing existing ASYCUDA user systems, troubleshooting issues, and providing ongoing user support. Additionally, the role involves developing training materials and conducting training sessions for staff, ensuring that they are well-equipped to utilize the systems effectively. The Information Systems Officer will also participate in writing reports and papers on systems-related topics, contributing to the overall knowledge base of the organization.
Duties and Responsibilities: The duties and responsibilities of the Information Systems Officer include managing projects related to the ASYCUDA systems, developing detailed technical specifications and user documentation, providing specialized advice to NCSs and NPTs, maintaining and upgrading existing systems, troubleshooting user issues, developing proprietary programs, organizing unit and integrated testing, developing training materials, and participating in writing reports on systems-related topics. The officer will also provide guidance and supervision to junior staff and consultants, ensuring that they are effectively contributing to the team's objectives. Furthermore, the role requires the development of disaster recovery plans and ensuring that appropriate training is provided to those responsible for implementation.
Required Qualifications: Candidates must possess a strong background in information technology and information management, particularly in systems analysis, database design, and programming related to customs and international trade digitalization. Proficiency in high-level programming languages and experience in structured/object-oriented design, relational systems, and scripting languages are essential. The candidate should demonstrate strong analytical and problem-solving skills, with the ability to develop and implement systems of moderate size and complexity. A commitment to gender perspectives and equal participation in all areas of work is also required.
Educational Background: An advanced university degree (master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. Alternatively, a first-level university degree combined with an additional two years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of five years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems or related areas is required. Experience in customs and international trade digitalization, system deployment, and support is desirable. Candidates should have experience in prototyping and implementing complex customs information technology systems, as well as organizing and delivering training courses within governmental organizations. Experience working in an international organization and technical ICT programming with Java, Linux, and Oracle is also desirable.
Languages: Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is desirable and would be considered an asset for the position.
