Job Overview:
The Programme Management Officer position is situated within the Office of the Executive Secretary at the ECA. This role is pivotal in leading the implementation, monitoring, and evaluation of various programs and operations within a designated functional area. The officer will provide high-level technical and operational guidance to Sub-Regional Offices (SROs), ensuring that their activities align with ECA's strategic objectives. The position requires proactive identification of opportunities for regional impact and collaboration, as well as the establishment of accountability frameworks to track progress on key deliverables. The officer will also engage in policy development, coordinate outreach activities, and provide substantive support for meetings and conferences, thereby playing a crucial role in advancing Africa's development priorities.

Duties and Responsibilities:
The Programme Management Officer will be responsible for a comprehensive set of duties, including: offering technical guidance to SROs, identifying opportunities for collaboration, developing and evaluating programs/projects, monitoring implementation, and initiating corrective actions as necessary. The officer will conduct research and analysis, coordinate policy development, generate survey initiatives, and prepare written outputs such as reports and background papers. Additionally, the officer will lead outreach activities, conduct training workshops, and participate in complex field missions, providing guidance to external consultants and drafting mission summaries. The role also involves coordinating budget-related activities and ensuring effective communication and collaboration among various stakeholders.

Required Qualifications:
Candidates must possess a strong set of qualifications, including advanced knowledge of economic theories and principles, the ability to analyze and resolve issues, and proficiency in data collection and research methodologies. The officer should demonstrate professionalism, teamwork, planning and organizing skills, and a client-oriented approach. The ability to incorporate gender perspectives and ensure equal participation in all areas of work is also essential. Candidates should exhibit a commitment to achieving organizational goals and maintaining productive partnerships with clients.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required for this position. Alternatively, a first-level university degree combined with an additional two years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage, enhancing the candidate's profile for this role.

Experience:
A minimum of seven years of progressively responsible experience in project or programme management, administration, or related areas is required. Candidates should have at least two years of experience in data analytics or related fields, which is desirable for this position. This level of experience ensures that the officer is well-equipped to handle the complexities of the role and contribute effectively to ECA's objectives.

Languages:
Fluency in English or French, which are the working languages of the United Nations Secretariat, is required for this position. Knowledge of the other language is desirable, and proficiency in another UN official language is considered an advantage. This linguistic capability is crucial for effective communication and collaboration within the diverse environment of the United Nations.
