Job Overview:
The Program Deputy Field Coordinator (P-DFC) is responsible for overseeing the implementation of programs at the Al-Mokha and Taiz bases. This role involves supporting the design and execution of multi-sectoral projects in alignment with SI's annual country strategy and the evolving humanitarian needs in the region. The P-DFC will ensure the quality of project implementation through direct management of Program Managers and will assist the Field Coordinator in representing SI in external meetings. The position is critical in navigating a challenging funding environment and enhancing the capacity of national staff to fulfill SI's commitment to localization. The P-DFC will prioritize enhancing staff capacity, securing new funding, maintaining communication within the program department, and ensuring quality work.

Duties and Responsibilities:
  • Supervise the implementation of programs at Al-Mokha and Taiz bases.
  • Support the design and implementation of multi-sectoral projects.
  • Ensure quality project implementation through direct management of Program Managers.
  • Assist the Field Coordinator in external representation and meetings.
  • Enhance the capacity and dependency of national staff.
  • Actively contribute to securing and maintaining new funding opportunities.
  • Maintain and enhance communication and coordination within the program department and with other departments.
  • Monitor and ensure the quality of work conducted by SI.

  • Engage with stakeholders to address access issues and maintain operational effectiveness.

Required Qualifications:
  • A degree related to International Relations and/or Project Management is preferred.
  • Experience in the humanitarian sector of 3-4 years is required.
  • Previous experience in a similar position of 0-2 years is preferred.
  • Technical skills in project management, multi-sectoral programming, and donor engagement/proposal writing are essential.
  • Transversal skills in leadership, team management, coordination, communication, strategic thinking, and problem-solving are necessary for success in this role.

Educational Background:
Candidates should possess a degree in a relevant field such as International Relations, Project Management, or a related discipline. This educational background will provide the necessary foundation for understanding the complexities of humanitarian work and project implementation.

Experience:
The position requires 3-4 years of experience in the humanitarian sector, with a preference for candidates who have held similar roles for 0-2 years. This experience is crucial for navigating the challenges of program implementation and managing teams effectively in a humanitarian context.

Languages:
Fluency in English is mandatory for this position. Proficiency in Arabic is considered an advantage, as it will facilitate communication with local staff and stakeholders.

The salary starts from EUR 2,475 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 700 is provided, along with accommodation costs and travel expenses covered by SI. The organization implements a system of breaks during the assignment, allowing for time off every two months, along with a break allowance. Expatriates benefit from a comprehensive insurance package covering healthcare expenses and essential vaccinations. Living conditions are described as good, with access to amenities such as a gym and internet, although social life may be limited due to security constraints.
