Job Overview:
The Senior Human Resources Associate - Data and Analytics will play a crucial role in enhancing the HR data and analytics capabilities within ICAO. This position is designed to support the Human Resources Branch in its strategic projects and initiatives aimed at transforming people and culture. The selected candidate will work closely with the HR team and Information and Communications Technology (ICT) department to develop and maintain HR data systems, optimize the HR information system, and produce statistical reports. The role requires a strong focus on data accuracy and the ability to create meaningful insights that support HR change initiatives and continuous improvements. The HR Associate will also be involved in workforce planning activities, ensuring that data-driven insights are utilized to enhance organizational effectiveness and employee engagement.

Duties and Responsibilities:
  • Support and optimize the HR information system to meet ICAO's needs, serving as a super-user for HR-related systems and applications. This includes providing guidance, defining business requirements, and collaborating with HR and ICT departments to improve functionalities. Conduct regular data quality assurance and provide training to HR team members on system utilization and data analysis.
  • Prepare statistics and draft analytical reports, coordinating with HR and ICT to develop standard data templates and reports integrated with the ICAO Data Warehouse. Assist in surveys related to workforce planning and employee engagement, preparing tables and presentations on survey results.
  • Develop and maintain HR dashboards and scorecards to support data-driven decision-making, generating timely reports for HR management teams.
  • Conduct data analysis for workforce planning and forecasting, identifying patterns and trends, and preparing reports on the status of the ICAO workforce.
  • Perform other related duties as assigned, contributing to the overall effectiveness of the HR team.

Required Qualifications:
Essential qualifications include a high school diploma or equivalent, with desirable additional training or certification in human resources, business administration, or a related field. A university degree in statistics, data analytics, business or public administration, HRM, or a related field is also desirable. Candidates must have a minimum of seven years of progressively responsible experience in human resources management or a related field, particularly within international organizations or large public sector organizations. Experience with modern information and communications technology for data processing and management, as well as automated HR information management systems, is essential. Candidates should also have demonstrated experience in data analysis and preparation of statistical reports, along with experience in conducting research and surveys on HR issues.

Educational Background:
Candidates are required to have a high school diploma or equivalent as a minimum educational qualification. Additional training or certification in human resources, business administration, or a related field is desirable. A university degree in statistics, data analytics, business or public administration, HRM, or a related field is preferred, indicating a strong foundation in relevant areas of study.

Experience:
The position requires a minimum of seven years of progressively responsible experience in human resources management or a related field. This experience should ideally be within an international organization, government, or large public sector organization. Candidates should have a proven track record in the implementation and use of modern information and communications technology for data processing and management, as well as experience in data analysis and preparation of statistical reports. Familiarity with HR Data Analytics tools and cloud-based ERP systems such as SAP, Oracle, SuccessFactors, or Workday is also essential.

Languages:
Fluent reading, writing, and speaking abilities in English are essential for this position. Additionally, a working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish) is considered desirable, enhancing the candidate's ability to communicate effectively in a multicultural environment.

Additional Notes:
This is a locally-recruited position, restricted to Canadian Citizens, Permanent Residents of Canada, and applicants with a work permit. The position is temporary and will be filled on a fixed-term basis for an initial period of one year, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants, adhering to the Standards of Conduct for the International Civil Service. The position offers an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 65 years. The net base salary for this position is CAD 53,845 per annum.
