Job Overview:
The Programme Management Officer position is situated within the Publications, Conference and Knowledge Management Division (PCKMD) at the ECA in Addis Ababa. The incumbent will report directly to the Director of PCKMD and will be responsible for assisting in the implementation, monitoring, and evaluation of various programs and operations within the Division. This role requires a proactive approach to managing administrative tasks, preparing performance dashboards, coordinating logistics, and ensuring effective participant engagement. The Programme Management Officer will play a crucial role in aligning the Division's activities with its strategic objectives and enhancing operational efficiency through programmatic support and data analysis.

Duties and Responsibilities:
The duties and responsibilities of the Programme Management Officer include:
  • Coordinating and monitoring the programme of work by developing, implementing, and evaluating assigned programmes/projects; analyzing programme/project development; identifying issues and initiating corrective actions; and ensuring follow-up actions.
  • Assisting the Director in managing the three sections of the Division: Conference Management, Information Communication Technology, and Knowledge Management services.
  • Preparing and reviewing annual and performance reports, organizing written outputs, and providing substantive support for meetings and events.
  • Coordinating budgetary and human resources operations, including preparing related documents and ensuring compliance with UN rules and procedures.
  • Collecting and analyzing data to identify trends and provide insights for decision-making.
  • Monitoring progress in the three sections to ensure operational efficiency and digital transformation.
  • Performing other duties as required.

Required Qualifications:
Candidates must possess a strong understanding of theories and concepts relevant to Knowledge Management, Conference Management, and Information Communication Technology. They should have knowledge of administrative, budgetary, financial, and human resources policies and procedures, and the ability to apply UN administrative rules in various work situations. Candidates should demonstrate analytical skills, the ability to conduct independent research, and effective communication skills. A commitment to gender perspectives and equal participation in all areas of work is essential.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, project management, data management, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of an advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is an advantage. A technical or vocational certificate in project/programme management is also desirable.

Experience:
A minimum of seven years of progressively responsible experience in project or programme management, business administration, or a related area is required. Candidates should have experience in developing and presenting reports and facilitating meetings. At least two years of experience in data analytics or a related area is desirable, along with experience in developing strategies for programme support and monitoring complex projects.

Languages:
Fluency in one of the working languages of the UN Secretariat, either English or French, is required, with knowledge of the other being desirable. Knowledge of another UN official language is an advantage.
