Job Overview:
The consultant will report to the UNFPA Monitoring and Evaluation (M&E) Specialist and will work closely with the UNFPA Monitoring and Evaluation team as well as the Sexual and Reproductive Health (SRH) and Humanitarian team. The primary purpose of this position is to conduct a baseline assessment for the 'Testing Mobile Health and Nutrition Clinics (MHNCs) in Ethiopia' project, which aims to deliver integrated Reproductive, Maternal, Newborn, and Child Health and Nutrition (RMNCHN) care. This project is a collaboration between UNFPA and the Gates Foundation, running from October 2024 to October 202
  • The consultant will be responsible for collecting reliable data on service utilization, client satisfaction, and the effectiveness of mobile health services in reaching underserved populations. The assessment will inform programmatic interventions and establish a baseline for measuring progress in improving access to RMNCHN services.

Duties and Responsibilities:
The consultant will be responsible for participating in briefing and consultative meetings, reviewing relevant project documents, collaborating with the UNFPA teams, developing a comprehensive inception report, outlining team roles, setting relevant indicators, developing and refining data collection tools, conducting data collection, managing and supervising the entire process, preparing and submitting a draft baseline assessment report, facilitating validation workshops, and incorporating feedback into the final report. The consultant will also ensure that the assessment adheres to ethical standards and UNFPA policies.

Required Qualifications:
The senior consultant is expected to have an advanced degree (Masters or PhD) in public health, behavioral/social sciences, psychology, social work, or related disciplines, along with a minimum of 10 years of practical work experience in sexual and reproductive health (SRH) and gender-based violence (GBV). The consultant should have a strong understanding of healthcare delivery models, particularly mobile health units, and experience in training and mentoring enumerators. Good analytical skills and report writing experience with international and national organizations are essential, as well as the ability to work effectively in a multicultural environment. Fluency in English and at least two local languages is required.

Educational Background:
Candidates should possess an advanced degree (Masters or PhD) in public health, behavioral/social sciences, psychology, social work, or related disciplines. The educational background should reflect a strong foundation in the relevant fields that support the objectives of the baseline assessment.

Experience:
The position requires a minimum of 10 years of practical work experience in the fields of sexual and reproductive health and gender-based violence. Candidates should have experience working with diverse populations, particularly in humanitarian settings, and should demonstrate a strong understanding of healthcare delivery models, especially mobile health units and their integration with static facilities.

Languages:
Fluency in English is mandatory, and knowledge of Ethiopian regional languages is an asset. Proficiency in another UN language is also considered beneficial for this position.

Additional Notes:
This consultancy position offers an attractive pay, with compensation determined based on the candidate's profile and the requirements of the role. The contract duration is set for 14 weeks, with the consultant expected to lead a team of two support members. The work will be structured around deliverables rather than a fixed number of working days, and the consultant will be responsible for ensuring the quality of each deliverable.
