Job Overview:
The UN Volunteer - Management and Oversight Expert will play a vital role in supporting the UNFPA Rwanda Representative by ensuring effective management and oversight of the Country Office. This position is crucial for enhancing accountability, transparency, and results-based management within the office. The expert will focus on various aspects of program implementation, financial management, and operational efficiency, contributing to the overall success of UNFPA's mission in Rwanda. The role requires a proactive approach to streamlining operational processes, implementing knowledge management systems, and ensuring compliance with UN and UNFPA policies and procedures. The expert will also be involved in monitoring corporate deadlines and collaborating with heads of units to ensure timely compliance and quality outputs.

Duties and Responsibilities:
The UN Volunteer - Management and Oversight Expert will undertake several key tasks under the direct supervision of the UNFPA Rwanda Representative. These include assisting in streamlining and improving office operational processes, supporting the implementation of effective knowledge management systems, and contributing to the preparation of operational plans and reports. The expert will also support the office in compliance with UN and UNFPA policies and procedures, follow up on audit and evaluation recommendations, and monitor corporate deadlines. Additionally, the expert will assist in coordinating with program partners and stakeholders, prepare presentations and briefings, and contribute to effective communication and information sharing within the office. The role also involves supporting the Representative in the preparation of briefing notes and talking points.

Required Qualifications:
Candidates for the position of Management and Oversight Expert should possess strong analytical and organizational skills, with a proven ability to manage multiple tasks effectively. They should demonstrate a commitment to the values and principles of the United Nations and have a strong understanding of UNFPA's mission and objectives. The ideal candidate will have experience in program management, financial oversight, and operational efficiency, along with excellent communication and interpersonal skills. A proactive approach to problem-solving and the ability to work collaboratively in a team environment are essential.

Educational Background:
A bachelor's degree in management, public administration, international relations, or a related field is required for this position. A master's degree in a relevant discipline would be an advantage. Candidates should have a solid understanding of the principles of management and oversight within international organizations, particularly in the context of the United Nations.

Experience:
The position requires a minimum of 2-3 years of relevant professional experience in management, oversight, or program implementation within an international organization or similar environment. Experience working with UN agencies or in a development context is highly desirable. Candidates should demonstrate a track record of successfully managing projects and contributing to organizational efficiency and effectiveness.

Languages:
Fluency in English is mandatory for this position. Knowledge of French or Kinyarwanda would be considered an asset, as it would enhance communication with local stakeholders and partners.

This position is a UN Volunteer role, which means it is not a salaried position but rather offers a monthly living allowance to cover basic needs such as housing, utilities, transportation, and communication. The living allowance is designed to enable volunteers to maintain a secure standard of living in line with United Nations standards.
