Job Overview:
The KfW Programme Manager will oversee the operational and technical leadership of NRC’s KfW Development Bank-funded project in Sudan, which is set to run from January 2025 to December 202
  • The project aims to deliver housing solutions, legal services, and improved community infrastructure for urban communities affected by displacement in Gedaref and River Nile. The role requires a strategic approach to project development and implementation, aligning with NRC’s global objectives. The Programme Manager will work collaboratively with colleagues at various levels to establish a clear strategic direction for the project, engage with donors, and ensure that the project meets its objectives of promoting resilience among affected communities through integrated approaches to infrastructure and housing.

Duties and Responsibilities:
The KfW Programme Manager will be responsible for leading project development and implementation in accordance with NRC’s strategic objectives. Key duties include conducting area needs assessments related to the KfW project, translating assessment findings into actionable strategies, coordinating with local authorities for project implementation, supporting recruitment and capacity building of project staff, and developing standard operating procedures (SoPs) and guidance notes that align with NRC policy and donor requirements. The role also involves regular engagement with donors, including organizing review meetings and ensuring compliance with donor regulations. The Programme Manager will be expected to document results related to the project’s responsibilities and maintain a focus on resilience and energy efficiency in infrastructure development.

Required Qualifications:
Candidates must possess professional competencies that include significant experience in senior project management roles, particularly in humanitarian or development contexts. A minimum of four years of experience in leading large, multi-sectoral projects is required, along with technical expertise relevant to Shelter/WASH. Familiarity with KfW Development Bank regulations and experience in transitioning from emergency to long-term development programming are essential. Candidates should also have a proven track record in capacity building for technical teams and experience working in complex and volatile environments. Strong leadership skills and fluency in English, both written and verbal, are mandatory.

Educational Background:
The ideal candidate should have an academic background in engineering or a related field, particularly in areas relevant to Shelter/WASH. This educational foundation is crucial for understanding the technical aspects of the projects managed by the KfW Programme Manager.

Experience:
The position requires a minimum of four years of relevant experience in project management, particularly in contexts involving humanitarian crises or development. Candidates should have a history of managing complex projects and working with diverse stakeholders, including government entities and international donors.

Languages:
Fluency in English is mandatory for this position, both in written and verbal communication. Additional language skills may be considered an asset, particularly those relevant to the local context in Sudan.

The duty station for this position is Gedaref, specifically within the Nile Area Office. The contract duration is for 12 months, with the possibility of renewal based on the availability of funds. The role involves significant travel, estimated at 60%.
