Job Overview:
The International Consultant (IC) will play a pivotal role in enhancing the management of Gender-Based Violence (GBV) data systems in the Philippines. This consultancy is part of UNFPA's commitment to strengthening evidence-based interventions in GBV and Sexual and Reproductive Health and Rights (SRHR). The consultant will be responsible for developing a comprehensive Conceptual Framework and Strategic Plan for GBV data harmonization, as well as operationalizing a GBV Case Management Information Management System (IMS). This role requires a deep understanding of GBV data systems, ethical data governance, and survivor-centered approaches. The consultant will work closely with various stakeholders, including government agencies and international partners, to ensure that the initiatives align with best practices and effectively address the needs of GBV survivors.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Developing a structured framework to standardize data collection, reporting, and management across government agencies involved in GBV.
  • Establishing protocols for ethical data management, ensuring adherence to global best practices.
  • Facilitating multi-stakeholder consultations and capacity-building sessions to promote understanding of ethical principles and human rights standards.
  • Providing technical guidance for the design and operationalization of the GBV Case Management IMS, ensuring it integrates with existing frameworks.
  • Supporting the development of user-friendly service modules for case managers and service providers.
  • Conducting consultations to align the IMS with the operational realities of different agencies.
  • Assisting UNFPA in strengthening its GBV data initiatives and developing a roadmap for support to the government.

Required Qualifications:
The ideal candidate must possess an advanced degree in Gender Studies, Development Studies, Social Sciences, or a related field. A minimum of ten years of experience in GBV, with at least five years focused on GBV data management or information systems, is essential. Proven experience working with government agencies or NGOs on GBV data systems is required. The candidate should have in-depth knowledge of ethical data governance and experience in developing conceptual frameworks related to data management systems. Strong analytical, leadership, and communication skills are necessary, along with the ability to work collaboratively with diverse stakeholders.

Educational Background:
Candidates must hold an advanced degree or equivalent in relevant fields such as Gender Studies, Development Studies, or Social Sciences. This educational background is crucial for understanding the complexities of GBV and the ethical considerations involved in data management.

Experience:
The consultant should have at least ten years of experience in the field of Gender-Based Violence, with a significant focus on data management and information systems. Experience in working with government agencies, international organizations, or NGOs is essential, particularly in developing or improving GBV data systems and case management frameworks. The consultant should also have experience in stakeholder coordination and capacity building, ensuring effective implementation of strategic plans and advocacy strategies.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Proficiency in additional languages relevant to the Philippines may be considered an asset but is not required.

Additional Notes:
The consultancy will involve 60-person days over a period of 7 months, starting immediately upon contract approval. The consultant will work primarily remotely, with some on-site visits required for consultations and capacity-building workshops. UNFPA will cover travel expenses, including airfares and daily allowances. The consultant will be paid based on deliverables, with a detailed payment schedule outlined in the contract.
