Job Overview: The International Consultant (IC) will play a crucial role in the development and operationalization of the GBV Case Management Information Management System (IMS) and the Conceptual Framework for the Philippines’ GBV Data System. This consultancy aims to strengthen the capacity of the Philippine government to manage GBV data effectively, ensuring that data collection, management, and reporting adhere to ethical standards and prioritize the needs of survivors. The consultant will provide technical leadership and strategic guidance, working closely with the Department of Social Welfare and Development (DSWD) and the Inter-Agency Council on Violence Against Women and Their Children (IACVAWC). The consultant's work will involve reviewing existing data systems, facilitating multi-stakeholder consultations, and developing standardized protocols for ethical data management. The ultimate goal is to create a cohesive and survivor-centered GBV data framework that enhances service delivery and informs policy decisions.
Duties and Responsibilities: The consultant will be responsible for the following duties:
Review and enhance draft roadmaps for the Concept Note and Strategic Plan, detailing key activities, timelines, and resource requirements.
Develop a Comprehensive Conceptual Framework and Strategic Plan to guide the implementation and standardization of GBV data systems in the Philippines.
Facilitate multi-stakeholder consultations and capacity-building sessions to support the effective adoption of the Conceptual Framework by government agencies.
Provide technical guidance for the development and operationalization of the GBV Case Management IMS, including system design and implementation guides.
Support the development of user-friendly service modules for case managers and service providers.
Conduct training sessions to ensure stakeholders understand ethical principles and survivor-centered approaches in data management.
Collaborate with UNFPA and relevant government agencies to strengthen GBV data initiatives and develop a roadmap for the Country Office’s support to the government.
Required Qualifications: The following qualifications are required for the position:
Advanced degree or equivalent in Gender Studies, Development Studies, Social Sciences, or a related field.
At least ten (10) years of experience working on gender-based violence, with a minimum of five (5) years in GBV data management, case management, or information systems.
Proven experience in developing or improving GBV data systems and case management frameworks.
In-depth knowledge of ethical data governance, including principles of confidentiality and survivor-centered data management.
Experience in organizing multi-stakeholder consultations and capacity-building sessions for government agencies or service providers.
Strong analytical skills and the ability to present complex data and information effectively.
Educational Background: Candidates must possess an advanced degree or equivalent in relevant fields such as Gender Studies, Development Studies, Social Sciences, or any other related discipline. This educational background is essential for understanding the complexities of gender-based violence and the frameworks necessary for effective data management.
Experience: The position requires a significant level of experience, specifically at least ten (10) years in the field of gender-based violence, with a focus on data management and information systems. Candidates should have at least five (5) years of professional experience directly related to GBV data management, case management, or similar areas. Proven experience working with government agencies, international organizations, or NGOs in developing or improving GBV data systems is crucial for this role.
Languages: Fluency in English, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if it enhances communication with local stakeholders or communities.
Additional Notes: The consultancy will involve a commitment of 60 person-days over a period of 7 months, starting immediately upon contract approval. The consultant will work primarily remotely, with on-site visits required for consultations and capacity-building workshops. UNFPA will cover travel expenses, including airfares and daily subsistence allowances. The consultant will be paid on a per-deliverable basis, with a detailed payment schedule outlined in the contract.
