Job Overview:
The position of National Consultant is crucial for conducting an assessment of the National Action Plan on Gender Equality (NAPGE) in Turkmenistan for the period of 2021-202
  • This consultancy aims to evaluate the effectiveness and impact of the NAPGE, which is a significant policy document outlining the state priorities for achieving gender equality in the country. The consultant will be responsible for assessing the implementation of the NAPGE and the accompanying Road Map, which was developed based on the recommendations from the National Survey on the Health and Status of Women in the Family in Turkmenistan. The assessment will provide insights into the achievements and challenges faced during the implementation of these documents, thereby informing future strategic planning for gender equality actions. The consultant will work closely with the UNFPA Gender and Youth National Programme Analyst and will be expected to deliver a comprehensive report that includes recommendations for the next NAPGE for 2026-2030.

Duties and Responsibilities:
The National Consultant will have a range of responsibilities, including:
  • Developing an inception report that outlines the assessment process, including background information, policies, and practices related to gender equality.
  • Conducting a desk review of relevant documents, including previous reports and national development agendas.
  • Collecting data through structured interviews with stakeholders during the designated data collection period.
  • Analyzing findings and contributing to the final report, which will include an online presentation for stakeholders.
  • Ensuring that the assessment methodology is robust and includes structured interviews, data analysis, and generating actionable recommendations.
  • Reporting biweekly to the UNFPA Programme Analyst on progress, challenges, and support requirements.
  • Providing logistical and contextual support to the International Consultant, including arranging meetings and conducting field visits as necessary.

Required Qualifications:
The ideal candidate for this consultancy must possess a Master’s Degree in Gender Studies, Social Sciences, or a related field. Additionally, the consultant should have at least 7 years of proven experience in evaluating strategic planning documents, programs, and projects specifically in the area of gender equality. A deep understanding of gender equality issues, including legislation, international instruments, and national mechanisms, is essential. The candidate should also have prior experience working within the Central Asia region and familiarity with UNFPA's mandate. Strong analytical and communication skills are required, along with the ability to integrate diverse methodologies and approaches from various stakeholders.

Educational Background:
Candidates must have a Master’s Degree in Gender Studies, Social Sciences, or a related field. This educational background is crucial for understanding the complexities of gender equality and the socio-political context of Turkmenistan. The educational qualifications should reflect a strong foundation in gender issues, social policies, and evaluation methodologies, which are essential for conducting a thorough assessment of the NAPGE.

Experience:

Languages:
Fluency in Russian is mandatory, as the final report and presentations will be conducted in this language.   • The consultant will work remotely, and no travel is anticipated during this period. The consultancy fee will be based on the NO-D level of the UN Salary Scale for National Officer categories, effective November 1, 2020, and will be paid in a lump sum upon successful completion of all deliverables.
