Job Overview:
The Deputy Country Director (DCD) Support position is designed to manage the dynamic scope of operations within Solidarités International in Afghanistan. This role involves overseeing the finance, HR, and logistics departments, ensuring that the mission's support structures are efficient, compliant, and continuously improving in line with operational needs. The DCD Support will drive excellence in departmental processes, collaborating closely with department coordinators to ensure that finance, HR, and logistics operations are compliant and optimized to meet evolving challenges. Additionally, the DCD Support will lead initiatives to promote gender inclusivity within the mission, a critical focus area in Afghanistan. In the absence of the Country Director, the DCD Support will assume their responsibilities, ensuring continuity of leadership and operational effectiveness.

Duties and Responsibilities:
The DCD Support will be responsible for aligning planning with program needs, adjusting financial, HR, and logistics planning to support the mission’s evolving programmatic requirements. They will guide newly onboarded coordinators in adapting their tools and processes to the mission’s specific context and scale. The DCD Support will mentor newly recruited coordinators to ensure they fully master their roles and responsibilities, promoting operational excellence across departments. In the first 2-3 months, the DCD Support will revise the mission’s processes and organizational structure in response to funding changes, ensuring sustainability and efficiency in operations. They will also integrate gender inclusivity into all aspects of the mission's operations, ensuring that gender considerations are consistently addressed in decision-making, programming, and staffing.

Required Qualifications:
Candidates must possess a Master's degree in Administration, Finance, HR, or a diploma in Logistics and/or Supply Chain. While strong academic qualifications are valued, significant previous experience in support departments is considered more critical. Candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with 0-2 years in a similar position being ideal. Technical skills required include strong management capabilities, knowledge of at least two of the three support departments (HR, Finance, Logistics), understanding of compliance and donor procedures, and familiarity with at least two of the three software systems used in support departments (HOMERE, SAGA, LINK).

Educational Background:
A Master's degree in Administration, Finance, HR, or a diploma in Logistics and/or Supply Chain is required for this position. The emphasis is placed on practical experience in support departments over formal academic qualifications, highlighting the importance of real-world application and understanding of the humanitarian context.

Experience:
The position requires candidates to have 3-4 years of experience in the humanitarian sector, with a preference for those who have held similar roles for 0-2 years. This experience should encompass a strong background in managing support functions within humanitarian operations, demonstrating the ability to adapt to challenging environments and complex operational needs.

Languages:
Fluency in English is mandatory for this position. Proficiency in Dari is considered an advantage, while knowledge of Pashto is also beneficial. These language skills are essential for effective communication within the team and with local stakeholders.

The salary for this position starts from EUR 3080 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 600 is provided. SI covers accommodation costs and travel expenses for expatriates. The organization implements a break system, allowing for time off every two months, along with additional rest days for each month worked. Expatriates are provided with a comprehensive insurance package covering healthcare expenses and essential vaccinations. Living conditions in Kabul are generally comfortable, although security can be tense, and cultural norms must be respected.
