Job Overview:
The Monitoring and Follow-up Professional will play a crucial role in the implementation of a comprehensive strategy aimed at strengthening the Youth Subsystem in Colombia. This position involves leading the monitoring and follow-up processes related to the objectives, activities, and indicators outlined in the work plan of the partnership agreement between the Ministry of Equality and Equity and UNFPA for 202
  • The professional will ensure the proper registration, processing, analysis, and visualization of data concerning the progress of activities, indicator targets, and the results proposed in the agreement. The role requires a strong focus on results-oriented approaches and the ability to provide timely feedback on the execution of activities.

Duties and Responsibilities:
The professional will be responsible for preparing and executing a detailed work plan that describes the methodology and activities necessary for achieving the objectives of the project. This includes developing a results framework with indicators and respective targets, proposing and coordinating the monitoring and follow-up plan, and ensuring the quality of data collected. The professional will also design and maintain a PowerBi dashboard to visualize results and performance indicators, collect and analyze information on project execution, and consolidate monthly reports. Additionally, the professional will manage documentation related to the project, including attendance lists, meeting minutes, and photographic records, while maintaining confidentiality of sensitive information. Other duties may include supporting the coordination of meetings and providing ongoing feedback to relevant stakeholders.

Required Qualifications:
Candidates must possess a Bachelor's degree, preferably in social sciences, economics, engineering, statistics, or related fields. A postgraduate degree in monitoring and evaluation of projects or related areas is desirable. The position requires a minimum of six years of relevant work experience in monitoring and follow-up processes, particularly in social and gender projects, health, and data analysis. Candidates should have experience in drafting and editing programmatic documents, including research reports and internal memoranda. Knowledge of statistical software and data visualization tools, particularly PowerBI and Kobotoolbox, is essential, along with proficiency in Google Sheets, Google Slides, Google Docs, Excel, Word, and PowerPoint.

Educational Background:
The educational background required for this position includes a Bachelor's degree in relevant fields such as social sciences, economics, engineering, or statistics. A postgraduate qualification in monitoring and evaluation or a related discipline is highly desirable, as it demonstrates advanced knowledge and skills necessary for effective project monitoring and evaluation.

Experience:
The position requires a minimum of six years of relevant professional experience in monitoring and follow-up processes, with a strong emphasis on social projects, gender issues, and health. Candidates should have a proven track record in data collection, processing, and analysis, as well as experience in writing and editing programmatic documents. This level of experience is crucial for ensuring the effective implementation of the monitoring and follow-up strategies outlined in the partnership agreement.

Languages:
Fluency in Spanish is mandatory, with excellent oral and written communication skills. A good command of English is also required, as it may be necessary for communication with international stakeholders and for understanding relevant documentation.

Additional Notes:
The position is based in Bogota, Colombia, and may require travel to various cities and municipalities within the country, as well as potentially to international locations. Candidates should be physically capable of undertaking travel and are recommended to have a complete COVID-19 vaccination scheme. The professional will work under the supervision of the partnership coordination and will be part of the technical structure of the Youth and Adolescence Area, receiving guidance from the Vice Ministry of Youth.
