Job Overview:
The Ethics Unit Manager will serve as the primary point of contact for the prevention, detection, and response to fraud and safeguarding violations within the organization. This role involves leading a team of fraud investigators, trainers, and safeguarding specialists, and requires a deep understanding of safeguarding and fraud prevention standards. The manager will provide technical advice to the Country Program leadership team to enhance internal control systems and ensure compliance with relevant laws and donor requirements. The position also entails maintaining an in-depth understanding of donor requirements for CRS Sudan programs, ensuring alignment of partner policies with CRS standards, and facilitating training for staff and partners. The manager will coordinate internal and external audits, manage sensitive feedback reports, and oversee investigations related to fraud and safeguarding violations. This role is crucial for strengthening the organization's programming efficiency and effectiveness in serving the community.

Duties and Responsibilities:
The Ethics Unit Manager will be responsible for providing technical advice and solutions to the Country Program leadership team to enhance internal control systems and procedures. This includes building the capacity of the country program to comply with Fraud Allegation Management (FAM) and Safeguarding procedures, as well as applicable local laws and donor requirements. The manager will maintain a comprehensive understanding of donor requirements, ensure partner policies align with CRS standards, and support the design and facilitation of training for CRS partners and staff. Responsibilities also include coordinating internal and external audits, managing sensitive feedback reports, and overseeing investigations related to fraud and safeguarding violations. The manager will formulate investigation plans, monitor investigative teams, and ensure timely resolution of cases. Additionally, the role involves contributing to capacity strengthening activities, knowledge management, and the development of agency-wide standards and tools for fraud and safeguarding violations. Regular visits to Sudan for assessments, investigations, and training are also required.

Required Qualifications:
Candidates must possess a Master’s degree in Business Administration, Social Work, International Development, Psychology, or a related discipline. Professional certifications such as CIA, CFE, or CPA are strongly preferred. Extensive knowledge and experience working with major public donors, including USG, FCDO, World Bank, UN, and EU/ECHO, is essential. Candidates should have a solid understanding of safeguarding principles and experience in mentoring, coaching, and training. Experience in conducting investigations of staff misconduct and providing oversight to staff is also required. Strong interpersonal and communication skills, along with the ability to influence others, are critical for this role. Candidates should demonstrate experience in creating culturally sensitive training programs and have a minimum of 7 years of related work experience, ideally with an international organization, with at least 5 years in audit, compliance, risk management, or safeguarding.

Educational Background:
A Master’s degree in Business Administration, Social Work, International Development, Psychology, or a related field is required. Additional qualifications such as CIA, CFE, or CPA are strongly preferred, indicating a high level of expertise in financial and compliance matters relevant to the role.

Experience:
The position requires a minimum of 7 years of related work experience, ideally with an international organization. Candidates should have progressive responsibility in operations and/or programming, with at least 5 years of experience specifically in audit, compliance, risk management, or safeguarding. Experience in conducting investigations and providing oversight to staff is essential, along with a proven track record of mentoring and training others.

Languages:
Fluency in English and Arabic, both written and spoken, is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
This position is primarily telecommuting with a requirement for travel to Sudan at least 25% of the time, including visits to remote and low-resource locations. The role does not have supervisory responsibilities.
