Job Overview:
The Head of Programmes position is a critical role within the Danish Refugee Council, focusing on the strategic oversight and management of programs in both Myanmar and Bangladesh. This position requires a highly qualified professional who can navigate the complexities of humanitarian operations across these two countries. The Head of Programmes will be responsible for developing and implementing program strategies that align with the contextual changes in the area, ensuring that all projects are executed efficiently and effectively. This role involves close collaboration with the Senior Management Team and the director" style="border-bottom: 1px dotted #007bff !important;">Country Director to provide technical leadership, strategic support, and to oversee the successful implementation of activities. The position is based in Dhaka, with travel to Yangon and other area offices, emphasizing the need for a leader who can manage cross-border operations and foster synergies between the two countries.

Duties and Responsibilities:
The Head of Programmes will lead the development of program strategies that are responsive to the needs of the communities served. This includes rolling out country strategies and supporting area-level program strategy development. The role requires overseeing the implementation of all projects in accordance with contracts, budgets, and donor requirements. The Head of Programmes will also manage fundraising efforts, ensuring that clear strategies and plans are in place, and will coordinate the delivery of concept notes, proposals, and donor reports. Additionally, the position involves collaborating with Area Managers to provide technical support and ensuring quality programming through effective monitoring and evaluation systems. The Head of Programmes will also be responsible for staff management and capacity building, ensuring that the team is technically proficient and aligned with programmatic goals. Furthermore, the role includes representing DRC to donors, partners, and stakeholders, enhancing the organization's visibility and credibility in the humanitarian sector.

Required Qualifications:
Candidates must possess at least 7 years of experience in managing complex program operations within humanitarian or development contexts, including a minimum of 3 years in senior management roles. A degree in a relevant field such as Social Sciences or International Development is required, or equivalent work experience. Candidates should demonstrate experience in proposal development, budget management, and program implementation, as well as the ability to think strategically and creatively. Proven leadership skills and experience in coordinating with national governments and NGOs are essential, along with the ability to manage a diverse program portfolio and oversee comprehensive budgets.

Educational Background:
A relevant degree in Social Sciences, International Development, or a related field is required. Candidates with equivalent work experience may also be considered. The educational background should reflect a strong understanding of humanitarian principles and practices, as well as the ability to apply this knowledge in complex operational environments.

Experience:
The position requires a minimum of 7 years of experience in managing complex program operations, with at least 3 years in a senior management capacity. Candidates should have experience working in conflict-affected environments and demonstrate a track record of successful program implementation and management.

Languages:
Full professional proficiency in English is mandatory for this position. Knowledge of additional languages relevant to the operational context may be considered an asset, enhancing communication with local stakeholders and communities.

  • The work location is in Dhaka, Bangladesh, with approximately 40% travel required to Myanmar and other area offices. The start date for the position is May 21st, with the expectation that the individual will initially serve as the Head of Programmes for Myanmar before transitioning to oversee both Myanmar and Bangladesh by January 1st, 202
