Job Overview: The Programme Management Officer position is situated within the Program Planning and Operations Division of ECLAC. The officer will report to the Chief of the Project Management Unit and will be responsible for overseeing the development, implementation, and evaluation of assigned programs and projects. This role requires a proactive approach to monitoring and analyzing program/project development, identifying issues, and proposing corrective actions. The officer will also engage in consulting assignments, facilitating workshops, and assisting clients in managing change through actionable plans. The position demands strong research and analytical skills to present information from diverse sources, assist in policy development, and undertake survey initiatives. The officer will prepare various written outputs, provide support for meetings and conferences, conduct outreach activities, and coordinate budget-related activities. The role emphasizes data analysis and visualization to support decision-making and reporting, ensuring that the officer can effectively contribute to the organization's goals.
Duties and Responsibilities: The Programme Management Officer will have a comprehensive set of responsibilities, including:
Participating in the development, implementation, and evaluation of assigned programs/projects, monitoring progress, and analyzing outcomes.
Conducting consulting assignments in collaboration with clients, facilitating workshops, and assisting in the development of action plans.
Researching, analyzing, and presenting information from various sources to support policy development and evaluations.
Designing data collection tools and interpreting survey responses to identify trends and prepare conclusions.
Drafting background papers, reports, and other written outputs for various stakeholders.
Providing substantive support for meetings and conferences, including preparing documents and presentations.
Conducting outreach activities and training workshops, making presentations on relevant topics.
Participating in or leading field missions, providing guidance to external consultants and drafting mission summaries.
Coordinating budget and funding activities, preparing related documents and reports. 1

Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in business administration, management, economics, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. Candidates should demonstrate a strong understanding of project management principles and practices, as well as familiarity with data analysis techniques.
Educational Background: The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in business administration, management, economics, or a related field. A first-level university degree may be accepted if accompanied by two additional years of qualifying experience. Additionally, completion of programs in data analytics, business analytics, or data science is considered an asset.
Experience: Candidates must have at least five years of progressively responsible experience in project or program management, administration, or a related area. Experience working with national governments or international organizations in program/project management or administration is essential. Desirable qualifications include two or more years of experience in data analytics or a related field, showcasing the candidate's ability to handle complex data-driven projects effectively.
Languages: Fluency in both English and Spanish is required for this position, as English and French are the working languages of the United Nations Secretariat, while Spanish is a working language of ECLAC. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders.
