Job Overview:
The Associate Programme Management Officer position is situated within the Strategic Planning, Oversight and Results Division (SPORD) of ECA. This role is pivotal in supporting the development and implementation of quality assurance tools and frameworks, ensuring that all ECA publications, events, and project proposals adhere to established quality standards. The officer will engage in collecting, analyzing, and presenting statistical data from various sources, contributing to the review and analysis of emerging development issues, and facilitating peer reviews of ECA's knowledge products. The position also involves assisting in the development of risk management plans and compliance procedures, ensuring that all activities align with UN policies and ECA guidelines. The officer will be responsible for providing administrative and substantive support to meetings and conferences, contributing to the preparation of written outputs, and participating in outreach activities and training workshops.

Duties and Responsibilities:
The Associate Programme Management Officer will undertake a variety of responsibilities, including: supporting program operations by collecting and analyzing data; developing quality assurance tools and frameworks; reviewing emerging development issues; assisting in risk management and compliance procedures; performing consulting assignments; preparing written outputs such as reports and analytical notes; providing administrative support for meetings and conferences; participating in outreach activities; coordinating activities related to the Annual Business Plan and budget funding; and contributing to data collection and analysis for decision-making. The role requires frequent interaction with counterparts, technical staff, and representatives from national governments and international organizations.

Required Qualifications:
Candidates must possess a strong understanding of theories and concepts relevant to project and program management. They should demonstrate the ability to identify and analyze issues, develop data collection sources, and conduct independent research. The role requires excellent organizational skills, the ability to manage conflicting priorities, and a commitment to gender perspectives in all areas of work. Professionalism, teamwork, and effective planning and organizing skills are essential for success in this position.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business administration, management, economics, environmental studies, sustainable development, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Additionally, successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of two years of progressively responsible experience in project or program management, administration, or a related area is required. Experience in data analytics or related fields is desirable, indicating a need for candidates to have a solid background in managing and analyzing data to support program objectives.

Languages:
Fluency in one of the working languages of the UN Secretariat, either English or French, is required, with proficiency in the other language being desirable. Knowledge of another UN official language is considered an advantage, reflecting the organization's commitment to multilingualism and diversity.
