Job Overview:
The Population and Development Specialist position at UNFPA is a pivotal role aimed at enhancing the capacity development of population statistics in Somalia. The specialist will work under the guidance of the Deputy Representative and the Population Development Program Specialist to implement UNFPA's Population and Development activities. This role involves providing policy insights into how demographic changes influence social, economic, and environmental development, as well as informing economic planning and target setting. The specialist will play a crucial role in achieving the goals set forth in the International Conference on Population and Development (ICPD) Programme of Action and the Agenda 2030 for Sustainable Development. The position emphasizes the importance of strong data systems to track inequalities and direct investments effectively at various levels.

Duties and Responsibilities:
The Population and Development Specialist will oversee the formulation and design of the country programme's Population and Development component, ensuring alignment with government priorities and UNFPA policies. Responsibilities include collaborating with government counterparts and partners to implement population and development programs, enhancing the institutional framework for population and social statistics, and developing methods for data collection and analysis. The specialist will strengthen the capacity of Somali authorities to utilize data for monitoring and evaluating policies related to population dynamics and reproductive health. Additionally, the role involves reviewing the socio-economic environment relevant to population and development, assessing new policy implications, and establishing partnerships for project implementation. The specialist will also document knowledge on population development trends and participate in advocacy and resource mobilization efforts.

Required Qualifications:
Candidates must possess a Master's degree in demography, population studies, statistics, econometrics, or a related social science discipline. They should have a solid understanding of population and statistical concepts and methods, as well as experience in the collection, analysis, and dissemination of population and socio-economic data. Proficiency in Microsoft Office Suite and statistical software such as SPSS, Stata, and R is required. Experience in program/project management, particularly in large multi-sector projects, is essential. Candidates should demonstrate the ability to coordinate multidisciplinary teams and have experience in drafting legislation and working within the UN system.

Educational Background:
A Master's degree in a relevant field such as demography, population studies, statistics, or econometrics is required for this position. This educational background provides the necessary theoretical and practical knowledge to effectively analyze population data and contribute to policy development.

Experience:
The ideal candidate should have at least five years of progressively responsible professional experience in development and population activities. This includes experience in data collection, analysis, and dissemination, as well as familiarity with sustainable development measurement concepts. Proven experience in managing multi-disciplinary teams and coordinating projects is essential, along with a background in the UN system being an asset.

Languages:
A solid command of both spoken and written English and Somali is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
