Job Description
Job Posting Organization: The Eastern and Southern Regional Office (ESAF) of the International Civil Aviation Organization (ICAO) is located in Nairobi, Kenya. This office is responsible for maintaining continuous liaison with 24 Contracting States and various international organizations, regional civil aviation bodies, and UN agencies. The mission of the ESAF is to ensure interregional coordination and promote the timely and harmonized implementation of ICAO's strategic objectives, policies, decisions, standards, and recommended practices (SARPs) related to aviation safety and air navigation. The office provides technical guidance and assistance to States in implementing these objectives and has a significant role in enhancing global civil aviation safety and efficiency. The ESAF office is a key player in the aviation sector, contributing to the development of policies and frameworks that support the aviation industry in the region.
Job Overview: The Deputy Regional Director serves a dual role, acting both as the Deputy Regional Director and as the Regional Officer in their technical discipline. This position involves guiding the Regional Office Technical Team in developing and implementing the Regional Performance Framework for Safety and Air Navigation, which includes the Global Air Navigation Plan (GANP), Global Aviation Safety Plan (GASP), and Regional Air Navigation Plan (ANP). The incumbent is responsible for facilitating and coordinating the work of technical advisers and experts, promoting partnerships with government counterparts, and contributing to UN systems coordination through policy dialogue. The Deputy Regional Director also supervises the Technical Team staff and collaborates closely with the Administrative Specialist, acting on behalf of the Regional Director in their absence. This role requires a strong technical background in civil aviation, as well as leadership and managerial skills to oversee various technical programs and initiatives.
Duties and Responsibilities:
Serve as a technical expert in the area of aviation safety and air navigation, providing expert contributions in policy development and planning of program activities.
Provide technical supervision, including analysis of interim reports and participation in workshops.
Support States in implementing regional aviation safety and security" style="border-bottom: 1px dotted #007bff !important;">security plans.
Formulate strategies to resolve issues raised by Member States and aviation experts.
Monitor developments in air navigation fields and analyze their impact on ICAO's planning.
Provide advice to States and international organizations.
Lead the Technical Team and ensure effective implementation of the Regional Office's Operating Plan.
Coordinate support activities associated with the Universal Safety Oversight Audit Programme (USOAP) and the Universal Security Audit Programme (USAP).
Manage professional and technical staff, overseeing recruitment, performance appraisal, and professional development. 1
Develop and oversee the implementation of guidelines for planning and coordination of Regional Office activities. 1
Organize and deliver regional meetings and workshops related to ICAO programs. 1
Maintain the Air Navigation Plan and support all ESAF States. 1
Keep abreast of developments in civil aviation and assist States through seminars and training. 1
Perform other related duties as assigned.
Required Qualifications: Candidates must possess a minimum of ten years of relevant work experience in civil aviation, particularly in air navigation and aviation safety, with increasing responsibility and reaching executive management level. Substantial practical experience in planning, coordination, and management of civil aviation programs is required, including high-level negotiations with government authorities. Experience in managing and supervising diverse staff is also essential. Desirable qualifications include experience with civil aviation issues in the African region, coordinating technical assistance, and project management in aviation-related fields.
Educational Background: An advanced level university degree (Master’s Degree or equivalent) in an aviation-related field or a related scientific or technical discipline is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: Candidates must have a minimum of ten years of relevant work experience in operational or technical fields of civil aviation, particularly in air navigation and aviation safety. This experience should include executive management level responsibilities within a civil aviation administration or similar organization. A minimum of five years of this experience should be in an international organization or dealing with aviation matters beyond national boundaries. Experience in managing and supervising staff is also required.
Languages: Fluent reading, writing, and speaking abilities in English are essential. A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish) is desirable.
Additional Notes: This position is to be filled on a fixed-term basis for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are international civil servants and may be assigned to any activities or offices of the Organization. The position offers an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 6
