Job Overview: The Consultant Criminal Justice Specialist (Operations) will be engaged for a total of 30 working days over a 12-month period, focusing on enhancing security and protection for Criminal Justice Officials in Ecuador. The consultant will work under the supervision of the CRIMJUST Crime Prevention and Criminal Justice Officer and will collaborate with another Criminal Justice Specialist (Legal) to develop deliverables that include risk assessments, capacity-building plans, and training materials. The role emphasizes operational aspects and law enforcement measures, particularly for Ecuadorian prosecutors, and requires the consultant to facilitate discussions and training sessions to implement the recommendations derived from the risk assessment.
Duties and Responsibilities: The incumbent will be responsible for several key tasks: A. Delivering a document with recommendations for immediate security measures for Criminal Justice Officials, particularly focusing on Ecuadorian prosecutors. B. Developing a detailed risk assessment that identifies the capabilities and gaps within the Ecuadorian protection system. C. Facilitating a 2-day roundtable meeting with criminal justice officials to present findings and raise awareness about security measures. D. Creating a comprehensive capacity-building plan that includes short-, medium-, and long-term strategies based on the risk assessment. E. Providing five days of training as per the capacity-building plan, ensuring that the training is aligned with the identified needs of the criminal justice actors.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as criminal justice, criminology, law, political science, or management. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted. Formal qualifications from recognized authorities or institutions in criminal justice or law enforcement, along with four additional years of experience, may also be considered. Candidates should have at least fifteen years of professional experience in law enforcement or prosecution related to serious crime, corruption, or human rights cases. Experience in developing manuals or guidelines is required, and at least three years of experience in capacity-building related to victim protection is desirable. Strong interpersonal skills and proficiency in computer applications are essential.
Educational Background: The position requires an advanced university degree (Master’s degree or equivalent) in relevant fields such as criminal justice, criminology, law, political science, or management. A first-level university degree in these fields, combined with two additional years of qualifying work experience, may be accepted in lieu of the advanced degree. Additionally, formal qualifications or certifications from recognized authorities in customs, police, or military training, along with four years of qualifying work experience, may substitute for the first-level degree.
Experience: Candidates should have a minimum of fifteen years of professional experience in law enforcement or prosecution, particularly in transnational, serious, or organized crime matters, as well as corruption or human rights cases. Experience in developing or supervising the production of manuals, guidelines, or protocols is required. Furthermore, at least three years of experience in providing technical assistance or capacity-building advice related to victim and witness protection is desirable.
Languages: Fluency in written and oral Spanish is mandatory for this position. English and French are the working languages of the United Nations Secretariat, and knowledge of another UN language is considered an advantage.
