Job Overview:
The Consultant Criminal Justice Specialist (Legal) will be engaged for a consultancy role requiring 30 working days within a 12-month timeframe. The consultant will work under the supervision of the CRIMJUST Crime Prevention and Criminal Justice Officer, focusing on enhancing security and protection for Criminal Justice Officials in Ecuador. The role involves collaboration with another specialist to develop deliverables that include risk assessments, capacity-building plans, and training materials, all aimed at strengthening the protection system for prosecutors in Ecuador.

Duties and Responsibilities:
The incumbent will be responsible for several key tasks:
  • Delivering a document with recommendations for immediate security measures for Criminal Justice Officials, particularly Ecuadorian prosecutors.
  • Developing a detailed risk assessment to analyze the capabilities and gaps in the Ecuadorian protection system.
  • Facilitating a 2-day roundtable meeting to present findings from the risk assessment and raise awareness about security measures.
  • Creating a capacity-building plan that includes short-, medium-, and long-term measures based on the risk assessment.
  • Providing five days of training as per the capacity-building plan.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in fields such as Criminal Justice, Law, International Cooperation, or related areas. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Additionally, candidates should have at least 15 years of professional experience in investigating or prosecuting serious crimes, corruption, or human rights cases, along with experience in developing manuals or guidelines. Experience in providing technical assistance related to victim and witness protection is desirable.

Educational Background:
An advanced university degree (Master's degree or equivalent) in Criminal Justice, Law, International Cooperation, Public Administration, Social Sciences, International Development, or a related field is required. A first-level university degree in similar fields may be accepted with additional qualifying experience.

Experience:
Candidates should have a minimum of 15 years of professional work experience in relevant fields such as transnational crime, organized crime, or human rights cases. Experience in developing manuals or guidelines is also required, along with at least 3 years of experience in capacity-building related to criminal justice actors' protection.

Languages:
Fluency in written and oral Spanish is mandatory for this position, as it is essential for the deliverables. English and French are the working languages of the United Nations, and knowledge of another UN language is considered an advantage.
