Job Overview: The Chief of Section, Economic Affairs, is a senior position within the Technology, Innovation, Connectivity and Infrastructure Division of the ECA. The incumbent will lead and manage programs related to infrastructure analysis, particularly in transport and energy sectors. This role involves formulating strategies and policies for infrastructure development, conducting economic analysis, and providing substantive support to intergovernmental bodies. The Chief of Section will supervise a team of experts, manage technical cooperation initiatives, and represent the organization at various international meetings. The position requires a strong understanding of economic theories and the ability to apply them in practical scenarios to support sustainable development in Africa.
Duties and Responsibilities: The Chief of Section will be responsible for leading the formulation and management of infrastructure programs, conducting economic or sectoral analysis, and identifying emerging development issues. The incumbent will supervise a team of transport and energy experts, commission studies, and manage expert group meetings. Additionally, the role involves providing substantive support to intergovernmental bodies, managing contributions to meetings, and developing relations with senior officials of member governments. The Chief of Section will also oversee the preparation of annual business plans, budgets, and administrative matters within the division, ensuring effective program support and coordination among member states on economic issues.
Required Qualifications: Candidates must possess a strong background in economics, engineering, or a related field, with an advanced university degree (Master's or equivalent). A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics or business analytics is advantageous. The role requires a deep understanding of economic principles, infrastructure development, and policy formulation, along with the ability to conduct independent research and provide strategic recommendations.
Educational Background: An advanced university degree (Master's degree or equivalent) in economics, engineering, or a related field is required. A first-level university degree may be accepted with relevant experience. Additional qualifications in data analytics, business analytics, or data science are considered beneficial for this position.
Experience: A minimum of ten years of progressively responsible experience in infrastructure (transport or energy) or economic research and analysis is required. Candidates should have hands-on experience in regional infrastructure development and services, along with a strong background in policy formulation and application of economic principles in development programs. Experience in data analytics or related fields is desirable, enhancing the candidate's ability to analyze and interpret data effectively.
Languages: Fluency in one of the working languages of the UN Secretariat, either English or French, is required, with proficiency in the other language being desirable. Knowledge of another UN official language is considered an advantage, reflecting the organization's commitment to linguistic diversity and effective communication in a multicultural environment.
