Job Overview: The Monitoring and Evaluation (M&E) Consultant will be pivotal in ensuring the success of a multi-year project aimed at enhancing access to Sexual and Reproductive Health (SRH) and Gender-Based Violence (GBV) services in Somalia. This role involves developing and implementing a comprehensive M&E framework that aligns with both UNFPA corporate guidelines and the requirements set by the Korea International Cooperation Agency (KOICA). The consultant will be responsible for managing project performance monitoring systems, conducting field visits, and facilitating evaluations to track project progress and ensure compliance with quality standards. The M&E Consultant will also play a key role in data management, reporting, and providing technical guidance to various thematic units within UNFPA Somalia, ensuring that lessons learned are documented and utilized for future programming.
Duties and Responsibilities: The M&E Officer will have a wide range of responsibilities, including but not limited to: developing and implementing an M&E framework, managing project performance monitoring systems, conducting regular field monitoring visits, facilitating periodic project performance reviews, coordinating data collection and validation processes, ensuring documentation of lessons learned, overseeing the development of standardized monitoring tools, providing technical guidance on M&E indicators, supporting the development of programmatic proposals and budgets, and representing UNFPA in relevant meetings and training sessions. Additionally, the officer will establish and maintain a database for tracking project indicators, analyze data for program improvement, prepare donor reports, and develop case studies and learning briefs based on project findings.
Required Qualifications: Candidates must possess a Master’s level degree in Monitoring and Evaluation, Statistics, Demography, Public Health, Social Sciences, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted in lieu of an advanced degree. Furthermore, candidates should have a minimum of three years of experience in implementing M&E systems in development or humanitarian settings, proven experience in data collection and analysis using statistical software, familiarity with monitoring in SRH and GBV programming, and experience working with UN agencies and NGOs. Knowledge of donor reporting requirements, particularly those of KOICA, and experience managing Korean projects are highly desirable.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field such as Monitoring and Evaluation, Statistics, Demography, Public Health, or Social Sciences. A first-level university degree may be accepted if accompanied by two additional years of relevant experience, demonstrating the candidate's capability in the field of M&E.
Experience: The position requires a minimum of three years of relevant experience in implementing monitoring and evaluation systems, particularly in development or humanitarian contexts. Candidates should have a strong background in data collection, analysis, and visualization, with proficiency in statistical software such as SPSS, Stata, R, or Power BI. Experience with UN agencies and NGOs, as well as familiarity with donor reporting requirements, especially those of KOICA, is highly advantageous.
