Job Overview:
The consultant will play a crucial role in supporting the Sustainable Mobility Unit (SMU) within UNEP, particularly in the context of the Green Freight initiative. This position involves delivering a range of activities aimed at reducing greenhouse gas emissions and short-lived climate pollutants from freight transport. The consultant will be expected to develop a harmonized Freight Emission Accounting Framework, conduct policy gap analyses, and facilitate stakeholder engagement processes. The overarching goal is to enhance regional coordination and develop actionable strategies that promote sustainable freight practices across participating countries. The consultant will also be responsible for creating training materials and fostering knowledge exchange to build capacity in emissions accounting and policy harmonization.

Duties and Responsibilities:
The consultant will undertake several specific responsibilities, including:
  • Technical Emissions Analysis: Develop and validate a harmonized Freight Corridor Emission Accounting Framework for the Bi-Oceanic Corridor, coordinate emissions data collection, and ensure methodological consistency.
  • Policy Coordination and Harmonization: Conduct policy gap analyses, develop recommendations for harmonizing green freight regulations, and establish a corridor-level coordination mechanism.
  • Stakeholder Engagement: Facilitate inclusive and gender-responsive stakeholder engagement processes, ensuring that discussions are documented and followed up appropriately.
  • Knowledge Exchange: Develop targeted training materials to support South-South collaboration and capacity development in emissions accounting.
  • Project Deliverables: Produce a final consolidated technical and coordination report that synthesizes emissions data, policy analyses, and coordination outcomes, along with evidence-based recommendations for ongoing regional collaboration.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in transport, sustainable development, urban planning, transport digitalization, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of 2 years of experience in sustainable mobility or air quality, particularly in Latin America, is required. Proven experience in policy development, stakeholder engagement, and emissions data management is essential. Familiarity with the GLEC Framework and CCAC projects is also required, along with experience in designing policy documents and engaging with stakeholders in the sustainable mobility sector.

Educational Background:
An advanced university degree (Master's degree or equivalent) in relevant fields such as transport, sustainable development, urban planning, or transport digitalization is required. A first-level university degree may be accepted if accompanied by additional qualifying experience. This educational background is crucial for understanding the complexities of sustainable mobility and environmental policy.

Experience:
The position requires a minimum of 2 years of relevant experience in sustainable mobility or air quality, ideally within the context of Latin America. Candidates should have proven experience in policy development, stakeholder engagement, and emissions data management. Experience working with national and city governments, as well as international organizations, is highly desirable. Familiarity with corridor-level interventions and sustainable transport practices is also important.

Languages:
Fluency in English and Spanish is required for this position, as these are the primary languages used in communication. Knowledge of Portuguese is considered desirable, which would enhance the candidate's ability to engage with a broader range of stakeholders in the region. Proficiency in both written and verbal communication is essential for effectively conveying complex information and facilitating discussions.

This consultancy position is remote-based and is expected to last for a duration of 8 months. The role is part-time, and the consultant must be based in Latin America to facilitate regional engagement and collaboration.
