Job Overview: The International Consultant will provide technical support and training to the Quality Management (QM) unit of the National Regulatory Authority (NRA) in Lao PDR. This position is crucial in enhancing the capacity of the NRA to oversee and manage UXO clearance operations effectively. The consultant will be responsible for building the technical competencies of the QM staff, ensuring compliance with revised national standards, and promoting good practices in quality management within the UXO sector. The consultant will work closely with NRA management and staff to strengthen their understanding of QM principles and practices, thereby facilitating the integration of quality management into the broader UXO action framework in Lao PDR. The role requires a deep understanding of UXO issues, the ability to mentor and train staff, and the capacity to develop and implement effective training programs tailored to the needs of the NRA.
Duties and Responsibilities: The consultant will undertake several key tasks, including: 1) Building the technical capacity of QM staff by utilizing data from previous assessments and focusing on compliance with revised national standards. This includes supervising field visits to ensure good practices are followed and overseeing the completion of field QM visit reports. 2) Providing technical support to NRA management to enhance their understanding of QM principles, including designing and implementing short courses for managers. 3) Supporting the NRA QM unit in ensuring strong data management practices, mentoring administrative staff, and liaising with the Information Management team. 4) Providing technical backup to the UNDP Lao PDR UXO Unit, including training and mentoring on technical issues related to UXO. The consultant will be expected to work embedded within the NRA QM department, providing flexible support across various areas as needed.
Required Qualifications: Candidates must possess a strong background in UXO/Mine Action Quality Management, with a proven track record of providing training and technical support in similar contexts. They should have experience working with governmental and non-governmental organizations in the UXO sector, particularly in developing countries. Strong analytical and problem-solving skills are essential, along with the ability to communicate effectively with diverse stakeholders. The consultant should also demonstrate a commitment to capacity building and sustainable development practices.
Educational Background: A master's degree in a relevant field such as international development, public administration, or a related discipline is required. Additional certifications in quality management or UXO/Mine Action are highly desirable. Candidates should have a solid understanding of the UXO landscape in Lao PDR and the broader Southeast Asian context.
Experience: The position requires a minimum of 5 years of relevant experience in UXO/Mine Action, particularly in quality management roles. Experience working with international organizations, especially in a consulting capacity, is preferred. Familiarity with the regulatory frameworks and operational practices in the UXO sector in Lao PDR is an advantage.
Languages: Fluency in English is mandatory, as the consultant will be required to communicate effectively with UNDP and NRA staff. Knowledge of Lao language is highly desirable, as it will facilitate communication with local staff and stakeholders. The consultant should be prepared to work with an interpreter if necessary.
Additional Notes: The contract duration is for 147 working days over a period of 8 months, with the possibility of extension based on performance and project needs. This is a full-time position, and the consultant will be expected to work closely with the NRA QM department. Compensation will be commensurate with experience and qualifications, and the consultant will be required to submit proposals directly through the UNDP supplier portal.
