Job Overview:
The position of International Consultant involves leading the evaluation of the second phase of the UK ISF Project, which focuses on strengthening prevention and response to violence against women and girls in Central Asia for the fiscal years 2022-202
  • The consultant will oversee the entire evaluation process, ensuring that all deliverables are met according to the project timeline. This role requires collaboration with national consultants from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, who will assist in logistical support, data collection, and field visits. The consultant will be responsible for conducting interviews with stakeholders, analyzing data, and preparing comprehensive evaluation reports and presentations. The work is expected to be conducted primarily in Ashgabat, Turkmenistan, with a structured timeline for deliverables, including design reports, draft evaluations, and final presentations.

Duties and Responsibilities:
The International Consultant will have a range of responsibilities including:
  • Leading the evaluation process for the UK ISF Project, ensuring adherence to timelines and quality standards.
  • Coordinating with national consultants to facilitate data collection and field visits.
  • Conducting interviews with stakeholders to gather qualitative data.
  • Analyzing data collected from various sources to assess the effectiveness of the project.
  • Preparing a design report and obtaining approval from relevant stakeholders.
  • Drafting the evaluation report and creating a PowerPoint presentation to summarize findings.
  • Developing a recommendation worksheet based on evaluation outcomes.
  • Submitting the final evaluation report and presentation by the specified deadline.
  • Ensuring compliance with ethical standards and guidelines throughout the evaluation process.

Required Qualifications:
The position requires a Master’s degree in social sciences, gender studies, public health, public policy, medicine, or a related field. Candidates should have at least 5-7 years of experience in conducting evaluations, assessments, or research studies in the field of international development. A strong understanding of gender issues, particularly in relation to gender-based violence (GBV), is essential. Candidates should possess excellent analytical and problem-solving skills, as well as experience working in multidisciplinary teams. Strong interpersonal and communication skills, both written and spoken, are necessary for effective stakeholder engagement. Familiarity with the national development context of Central Asia and knowledge of UNFPA or other UN organizations' mandates will be advantageous.

Educational Background:
Candidates must hold a Master’s degree in a relevant field such as social sciences, gender studies, public health, public policy, or medicine. This educational background is crucial for understanding the complexities of gender issues and the evaluation processes involved in international development projects.

Experience:
The position requires a minimum of 5-7 years of professional experience in conducting evaluations, reviews, assessments, or monitoring and evaluation (M&E) work within the context of international development. This experience should include a demonstrated ability to analyze complex data and produce actionable insights.

Languages:
Fluency in written and spoken English and Russian is mandatory for this position. Proficiency in Turkmen is considered an asset, as it may facilitate communication with local stakeholders and enhance the evaluation process.

Additional Notes:
The consultancy is expected to run from March 24 to June 9, 2025, with no travel required for national consultants. The use of Artificial Intelligence (AI) tools in the evaluation process is strictly regulated, requiring prior written approval from the Independent Evaluation Office (IEO). Consultants must adhere to ethical standards and ensure transparency in the use of AI tools, committing to accuracy and responsible use in accordance with UN guidelines.
