Job Overview:
The Programme Specialist, Adolescents and Youth Development will oversee the formulation and evaluation of projects aimed at improving the lives of adolescents and youth. This role involves leading a dedicated team focused on youth development initiatives and collaborating with various stakeholders, including government entities and civil society organizations. The specialist will report directly to the Deputy Representative and will be responsible for ensuring that UNFPA's strategic objectives are met within the context of Ghana's national development frameworks. The position requires a deep understanding of the challenges faced by young people in Ghana and the ability to influence policy and programming to address these issues effectively. The specialist will also contribute to the implementation of the 8th Country Programme (2023-2027), which aligns with national and global priorities, focusing on equitable access to social services and promoting a peaceful society.

Duties and Responsibilities:
  • Management and Technical Leadership: Provide leadership and support to the adolescents and youth development programme team, ensuring effective management of UNFPA activities in this area. Analyze the political, social, and economic environment to identify opportunities for UNFPA assistance. Engage in policy dialogue with government and development partners to incorporate youth issues into national policies. Promote awareness of the ICPD Programme of Action in high-level forums. Prepare analysis on policy developments affecting youth and translate findings into actionable recommendations. Represent UNFPA in technical forums and provide guidance on gender equality and women's rights in the context of youth development.
  • Partnerships, Coordination, and Resource Mobilization: Actively seek and maintain strategic partnerships with external counterparts, including research institutions and development partners. Represent UNFPA in relevant technical meetings and contribute to advocacy and resource mobilization efforts. Lead proposal writing for adolescent and youth development projects and ensure timely reporting to stakeholders.
  • Programme Management and Coordination: Contribute to the formulation of the UNFPA country programme, ensuring alignment with government priorities. Lead the development of inclusive programmes focused on adolescents and youth. Conduct monitoring and evaluation of projects, ensuring a rights-based approach. Promote synergies among UNFPA-supported interventions and contribute to capacity development activities for staff and partners. Manage programme staff and facilitate working groups as needed.

Required Qualifications:
Candidates must possess an advanced degree in Development Studies, Political Science, Sociology, Gender Studies, or a related social science discipline. A minimum of five years of progressively responsible professional experience in managing adolescents and youth programmes is required. Candidates should demonstrate technical expertise in youth development, experience in team coordination, and the ability to communicate complex issues effectively to diverse audiences. Strong networking skills within the development sector and experience in liaising with government, NGOs, and UN agencies are essential. Candidates should also possess excellent interpersonal skills and the ability to work independently and in culturally diverse teams.

Educational Background:
An advanced degree in Development Studies, Political Science, Sociology, Gender Studies, or a related field is required for this position. This educational background provides the necessary theoretical framework and analytical skills to address the complex issues surrounding adolescents and youth development.

Experience:
Candidates should have at least five years of increasingly responsible professional experience at the advisory or managerial level in managing adolescents and youth programmes. This experience should include demonstrable technical expertise in the field, as well as proven experience in coordinating and managing teams of staff, experts, and consultants. Familiarity with the UN system and field experience are considered assets.

Languages:
Fluency in English is mandatory for this position. Knowledge of other official UN languages is desirable and may enhance a candidate's profile.
