Job Overview: The National Consultant Southern Leyte Field Coordinator is tasked with overseeing the implementation of UNFPA’s 9th Country Programme in Eastern Visayas, specifically focusing on Southern Leyte. This role involves daily management, coordination, advocacy, and visibility of the program, which aims to address critical issues such as adolescent pregnancy, maternal mortality, family planning, and gender-based violence (GBV). The Field Coordinator will collaborate closely with various teams within UNFPA, including Sexual and Reproductive Health, Gender/GBV, and Monitoring and Evaluation, to ensure effective program delivery and stakeholder engagement. The position requires a proactive approach to program management, ensuring that interventions are timely, efficient, and aligned with the overall goals of the organization. The Field Coordinator will also play a vital role in community engagement, ensuring that the needs of women, adolescents, and marginalized groups are met through community-led approaches.
Duties and Responsibilities: The Field Coordinator will be responsible for several key areas:
Program Management & Implementation: Develop and review work plans related to adolescent pregnancy and GBV, ensuring alignment with the humanitarian-development continuum. Provide technical inputs for surveys and contribute to monitoring and evaluation plans.
Partnership, Coordination & Advocacy: Establish partnerships with government agencies, civil society organizations, and other stakeholders. Represent UNFPA in provincial-level coordination mechanisms and support advocacy efforts for adolescent health and family planning.
Community Engagement: Promote community-led approaches and support accountability mechanisms for community feedback.
Other Duties: Perform additional tasks as assigned to support program implementation and stakeholder coordination.
Required Qualifications: The ideal candidate should possess a Master’s Degree in public health, international studies, or related social sciences. Alternatively, a Bachelor’s Degree in these fields with two years of relevant experience is acceptable. Candidates should have up to two years of professional experience in sexual and reproductive health or gender, with a focus on program management and coordination. Practical experience in project design, implementation, and evaluation is essential, along with proficiency in office software and web-based management systems.
Educational Background: Candidates are required to have a Master’s Degree in public health, international studies, or related social science disciplines. A Bachelor’s Degree in these fields is acceptable if accompanied by two years of relevant experience. This educational background is crucial for understanding the complexities of sexual and reproductive health issues and the socio-political context in which they operate.
Experience: Candidates should have up to two years of professional experience in the field of sexual and reproductive health or gender. This experience should include demonstrated capabilities in program/project management and coordination, particularly for Joint Programs. Practical experience in the design, implementation, and evaluation of development projects is highly desirable, as is familiarity with office software and web-based management systems.
Languages: Fluency in English is mandatory, and knowledge of local languages such as Tagalog, Bisaya, and/or Waray is desirable. Proficiency in these languages will facilitate effective communication with local stakeholders and communities, enhancing the impact of the program.
Additional Notes: The consultancy is expected to last from April 2025 to February 2026, with the individual working from Monday to Friday on a monthly fee basis. The Field Coordinator will be stationed in Southern Leyte, specifically in Maasin, while reporting to the UNFPA Country Office in Mandaluyong City. Monthly accomplishment reports detailing target deliverables and achievements will be required. The position involves travel to program sites as needed, and the consultant will receive office space, equipment, and a daily subsistence allowance for authorized travel.
