Job Overview:
The Displacement Coordinator position is crucial in enhancing preparedness and durable solutions for displaced populations in Tonga, particularly in the context of climate change and disaster risk management. The role involves working closely with the National Project Officer and the National Disaster Risk Management Office (NDRMO) to implement project activities that align with the work plan and ensure timely deliverables. The consultant will lead efforts to conduct Community Vulnerability Assessments (CVAs) in remote islands, develop a Planned Relocation Framework (PRF), and facilitate consultations with various stakeholders. The position requires a proactive approach to project coordination, community engagement, and capacity building, ensuring that the needs of vulnerable communities are addressed effectively. The consultant will also be responsible for drafting and finalizing the PRF, developing bilingual awareness materials, and conducting training sessions on disaster preparedness and evacuation plans.

Duties and Responsibilities:
The Displacement Coordinator will have a comprehensive set of responsibilities, including:
  • Project Coordination and Implementation: Collaborate with the National Project Officer to ensure project activities are executed according to the work plan. Review and adjust the Community Vulnerability Assessment (CVA) Guidelines and Methodology. Facilitate and conduct CVAs in remote islands, utilizing developed guidelines. Undertake a scope analysis for the Planned Relocation Framework and develop a detailed work plan. Conduct national-level PRF consultation workshops to gather stakeholder perspectives. Draft and finalize the Planned Relocation Framework for Tonga, incorporating feedback from validation workshops. Develop bilingual visibility materials for community awareness. Convene and facilitate meetings of the project technical working group.
  • Capacity Building and Training: Support and deliver training on evacuation plans, incorporating psychological support content. Co-facilitate communication awareness programs for vulnerable communities focusing on disaster preparedness and resilience building.
  • Performance Evaluation: Engage in monthly feedback meetings with the Project Technical Working Group, ensuring all documents are of publishable quality and adhering to project timelines.

Required Qualifications:
Candidates must possess a Master’s Degree in relevant fields such as Disaster Risk Management, Emergency Management, Sustainability, Human Rights, Law, Policy Development, Development Studies, Social Sciences, Migration, or Disaster Preparedness. A Bachelor’s Degree is acceptable with additional years of experience. Candidates should have a strong understanding of disaster risk management laws and conventions, as well as migration-related subject areas. Proven ability to lead and facilitate training workshops is essential, along with strong analytical, reporting, and communication skills. The ability to work under pressure and meet deadlines is also crucial.

Educational Background:
The educational background required for this position includes a Master’s Degree in fields related to disaster risk management, emergency management, sustainability, human rights, law, policy development, development studies, social sciences, migration, or disaster preparedness. A Bachelor’s Degree is acceptable if accompanied by additional relevant experience. The educational qualifications should reflect a strong foundation in understanding the complexities of disaster management and migration issues.

Experience:
The position requires a minimum of 3 years of relevant experience for candidates with a Master’s Degree and 5 years for those with a Bachelor’s Degree. Experience should include working with research, data, and statistics, as well as policy development or analysis, particularly in disaster risk management, emergency management, displacement, and migration. Candidates should have experience liaising with government officials, NGOs, and UN agencies, and facilitating working groups and discussions with diverse stakeholders.

Languages:
Fluency in English and Tongan (both oral and written) is mandatory for this position. Proficiency in additional languages, particularly those relevant to the IOM's official languages such as French and Spanish, is considered an asset. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation and the candidate's medical fitness for appointment. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational accidents. Consultants are responsible for their own medical insurance and must provide proof of coverage before commencing work. IOM has a zero-tolerance policy regarding conduct incompatible with its aims and objectives, including discrimination and harassment.
