Job Overview:
The Programme and Budget Specialist plays a crucial role within the Division of Budget and Finance, which is responsible for managing the financial resources necessary for the IAEA's scientific and technical programs. This position involves analyzing program and budget proposals to ensure they meet the required guidelines and advising program managers throughout the budgeting process. The specialist will also prepare financial reports and provide guidance on the effective management of financial resources. The role requires a combination of analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, coordination with program managers, and leadership within the team to implement improvements in budgeting processes using new technologies and best practices. The specialist will be expected to ensure compliance with financial rules and regulations while promoting efficient resource use.

Duties and Responsibilities:
The Programme and Budget Specialist will have a variety of responsibilities, including:
  • Providing guidance and support to program managers on the program and budget process to ensure efficient resource use and compliance with guidelines.
  • Reviewing voluntary contributions agreements and donor reports, and advising on the implementation of extra-budgetary contributions.
  • Conducting special studies and analyses related to financial matters and making recommendations based on findings.
  • Preparing finance and budget reports for Member States, auditors, and other UN organizations.
  • Supporting and maintaining budget software applications and participating in their upgrades.
  • Analyzing and documenting business processes related to program and budget preparation and implementation.
  • Reviewing the work of budget assistants for accuracy and correctness.

Required Qualifications:
Candidates must possess a Bachelor's Degree in financial management, accounting, business administration, or a closely related field. An advanced university degree or a recognized professional accounting certification is advantageous. Additionally, candidates should have a minimum of five years of working experience in budget and/or accounting, including some experience at the international level. Familiarity with voluntary contributions and experience with European Commission funding agreements and the FAFA framework are desirable. Candidates must demonstrate effectiveness in interpreting financial policies and developing new ones, as well as knowledge of budget processes and financial resource management.

Educational Background:
The educational background required for this position includes a Bachelor's Degree in financial management, accounting, business administration, or a closely related field. An advanced university degree or a recognized professional accounting certification is considered an asset, enhancing the candidate's qualifications for the role.

Experience:
The position requires a minimum of five years of relevant working experience in budget and/or accounting. This experience should include some exposure to international financial environments, particularly in managing voluntary contributions and understanding European Commission funding agreements. Candidates with experience in results-based budgeting will be highly regarded.

Languages:
Excellent oral and written command of English is mandatory for this position. Knowledge of other official IAEA languages, such as Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's application.

Additional Notes:
The IAEA offers an attractive remuneration package, including a tax-free annual net base salary starting at US $70,212, subject to mandatory deductions for pension contributions and health insurance. A variable post adjustment currently amounts to US $28,085, along with dependency benefits, rental subsidy, education grant, relocation, and repatriation expenses. Employees are entitled to six weeks of annual leave, home leave travel, a pension plan, and health insurance.
