Job Overview:
The Programme Officer (IDP Registration) will play a crucial role in managing, coordinating, and overseeing the activities of the Interoperable Registration Program in the Nairobi Regional Office. This position requires the development of a coordinated approach to registration activities in the region, ensuring safe, secure, and effective registration processes for humanitarian response. The officer will work under the supervision of the Deputy Regional Director for Operations and the Regional Thematic Specialist, collaborating closely with the IDP Registration Officer at Headquarters. The role involves providing technical support for operations, establishing strong relationships with various stakeholders, and ensuring compliance with IOM's organizational policies and donor requirements. The Programme Officer will also be responsible for monitoring progress against strategic objectives and providing advice for improvements, ensuring that the registration processes are efficient and effective in meeting the needs of affected populations.

Duties and Responsibilities:
  • Oversee the effective development and implementation of the Interoperable Registration Program, managing administrative, operational, and financial responsibilities for relevant projects.
  • Provide operational management, guidance, and technical supervision to national and international staff in relevant country offices, assisting with programmatic strategy and implementation.
  • Establish and maintain strong relationships across UN Agencies, humanitarian organizations, government, and community interlocutors for successful program implementation.
  • Identify priorities during program implementation and coordinate the design and development of new projects based on emerging trends and donor interests.
  • Ensure timely and quality preparation and submission of all program reports, coordinating with the IDP registration unit in HQ.
  • Monitor progress against strategic objectives and provide advice for improvements, overseeing the establishment of a common Monitoring and Evaluation (M&E) framework.
  • Ensure compliance with IOM’s organizational policies and donor requirements in program documents and budgets.
  • Oversee the production of visibility/communications materials in coordination with the Public Information Officer.
  • Mentor and support staff, conducting relevant training and ensuring capacity building. 1
  • Coordinate the development and regular update of assessment and monitoring tools. 1
  • Undertake travel duties nationally or internationally as required, including visits to Sub-Offices. 1
  • Perform other duties as assigned.

Required Qualifications:
The position requires a Master’s degree in Computer Science, Information Technology, Software Development, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant professional experience is acceptable. Candidates must have experience in coordinating or managing projects at both country and regional levels, working with multi-stakeholder programs involving UN agencies, government counterparts, and NGOs. Additionally, experience in program development, capacity-building activities, and liaising with governmental and diplomatic authorities is essential.

Educational Background:
Candidates must possess a Master’s degree in Computer Science, Information Technology, Software Development, or a related field from an accredited academic institution. Accredited Universities are those listed in the UNESCO World Higher Education Database. A University degree in the above fields is acceptable if accompanied by seven years of relevant professional experience.

Experience:
The ideal candidate should have substantial experience in coordinating or managing projects at both country and regional levels. This includes experience in working with multi-stakeholder programs involving UN agencies, government counterparts, INGOs, NGOs, and consortiums. The candidate should also have experience in program development and capacity-building activities, as well as in organizing consultations, workshops, and seminars with high-level stakeholders.

Languages:
Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The contract type for this position is Special Short Term Graded, with an initial duration of up to 9 months. The position is classified at the P-3 grade level. Internationally recruited professional staff are required to be mobile, and any offer made to the candidate is subject to funding confirmation. This selection process may also be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. The appointment will be subject to certification of medical fitness, accreditation, residency or visa requirements, and security" style="border-bottom: 1px dotted #007bff !important;">security clearances.
