Job Overview: The Technical Expert will play a crucial role in the STREAM Programme, which focuses on enhancing social protection for migrant workers and their families across the South Asia-Gulf migration corridor. This position involves supporting the Chief Technical Advisor (CTA) and other team members in the day-to-day implementation of the programme, ensuring that project objectives are met within the specified time frame and budget. The Technical Expert will be responsible for providing technical advisory services, managing relationships with various stakeholders, and promoting ILO policies related to social protection and labor migration. The role requires a proactive approach to program management, including planning, monitoring, and evaluating activities to ensure compliance with ILO standards and procedures. The Technical Expert will also contribute to the development of future programs and engage in resource mobilization activities to secure funding for ongoing and new initiatives.
Duties and Responsibilities:
Assist the CTA and support other STREAM staff in executing agreed activities and tasks to achieve results for effective programme implementation. This includes providing inputs, delivering outputs, and planning, monitoring, and evaluating activities in line with ILO policies and project strategies.
Support the development of the STREAM strategic vision and workplan, managing funds and budgets for specific programme outcomes as assigned by the CTA.
Strengthen relationships with governments, ministries, employers' and workers' organizations, NGOs, and donors to facilitate project implementation.
Conduct research and provide technical inputs for regional and country analyses, reports, and publications related to the Programme.
Manage National Project Coordinators in South Asia to ensure effective regional and national linkages in programme implementation.
Participate in and contribute to conferences, seminars, workshops, and training sessions, representing the ILO as needed.
Plan and undertake technical missions to countries covered by the Programme.
Promote ILO policies and gender equality in all project aspects.
Monitor activities and provide high-quality analysis and reporting to the Programme donor. 1
Engage in resource mobilization activities with the donor community for future project development. 1

Required Qualifications: Candidates must possess an advanced university degree in development studies, gender studies, migration studies, social protection, social sciences, or a related field. Alternatively, a first-level university degree in one of these fields, combined with an additional two years of relevant experience, will be accepted in lieu of an advanced degree. Candidates should have at least five years of relevant professional experience in social protection and migration, including field experience in project implementation. Experience in partnership building, networking, resource mobilization, and donor relations is essential. Familiarity with ILO policies and procedures, as well as experience working with labor ministry officials and social partners, is advantageous. Technical expertise in gender issues is a distinct advantage, particularly in the context of South Asia.
Educational Background: The position requires an advanced university degree in relevant fields such as development studies, gender studies, migration studies, social protection, or social sciences. A first-level university degree in one of these areas, along with two additional years of relevant experience, may also be accepted. This educational background is crucial for understanding the complexities of social protection and labor migration issues.
Experience: Candidates should have a minimum of five years of relevant professional experience in social protection and migration. This experience should include fieldwork in project implementation, particularly in social protection and/or migration contexts. Additionally, experience in building partnerships, networking, and engaging in resource mobilization and donor relations is necessary. Familiarity with ILO policies and procedures, as well as experience working with government officials and social partners, will be considered an advantage. Technical expertise in gender issues is also beneficial, especially within the South Asian context.
Languages: Excellent knowledge of English is mandatory for this position. Knowledge of local languages from project countries will be considered an asset, enhancing communication and engagement with local stakeholders and communities.
