The Philippines Country Office works on various programs, including the 9th Country Programme (CP) aimed at addressing issues related to adolescent pregnancy, maternal mortality, and gender-based violence (GBV).

Job Overview:
The National Consultant Region 8 Field Coordinator is tasked with the day-to-day coordination, management, advocacy, and visibility of UNFPA’s 9th Country Programme implementation in Eastern Visayas. This role involves supporting the effective and timely implementation, monitoring, reporting, and communication of UNFPA interventions and results under the Joint Programme on Accelerating the Reduction of Adolescent Pregnancy (JPARAP). The Field Coordinator will focus on the Provinces of Samar and Eastern Samar, engaging regional-level stakeholders across the humanitarian-development continuum. The position requires collaboration with various teams based in the Manila Office, including Sexual and Reproductive Health, Gender/GBV, Adolescent and Youth, Population and Development, Humanitarian, Partnerships and Advocacy, Monitoring and Evaluation, and Operations teams. The Coordinator will report directly to the UNFPA Assistant Representative, ensuring that the program aligns with UNFPA's strategic objectives and contributes to the overall mission of improving reproductive health and rights in the region.

Duties and Responsibilities:
The duties and responsibilities of the Region 8 Field Coordinator include:
  • Program Management & Implementation: Develop and review work plans addressing adolescent pregnancy, maternal mortality, family planning, and GBV. Ensure program alignment across the humanitarian-development continuum and recommend strategies for effective implementation. Provide technical inputs for baseline, midline, and endline surveys with the JPARAP Monitoring and Evaluation team. Support the 9th CP Monitoring and Evaluation Plan and contribute to reports on JPARAP and related initiatives.
  • Partnership, Coordination & Advocacy: Establish and strengthen partnerships with government agencies, civil society organizations (CSOs), UN agencies, and key stakeholders in Southern Leyte. Represent UNFPA in provincial-level coordination mechanisms for the 9th Country Programme. Organize and facilitate JPARAP Provincial Steering Committee meetings and coordinate with regional and national steering committees. Support advocacy and resource mobilization efforts to expand UNFPA’s investments in adolescent health, family planning, and GBV.
  • Capacity Building & Knowledge Management: Provide technical assistance to government agencies, CSOs, and partners on sexual and reproductive health, family planning, and GBV response. Gather field-level insights to inform policy and program improvements. Provide updates to the UNFPA Country Office on progress, challenges, and recommendations.
  • Community Engagement: Promote community-led approaches to ensure interventions meet the needs of women, adolescents, and marginalized groups. Support Accountability to Affected Populations (AAP) mechanisms to enable community feedback and engagement. Assess emerging risks and humanitarian needs and contribute to emergency response planning.
  • Other Duties: Perform additional tasks as assigned to support program implementation and stakeholder coordination.

Required Qualifications:
The required qualifications for the Region 8 Field Coordinator position include: Education: An advanced degree in Public Health, International Studies, or other related social disciplines is preferred. Alternatively, a Bachelor’s degree in Public Health, International Studies, or other related social science disciplines with two years of relevant experience is acceptable. Knowledge and Experience: Up to two years of professional experience in the field of sexual and reproductive health or gender, with demonstrated experience in program/project management and coordination for Joint Programs is desirable. Practical experience in design, implementation, coordination, monitoring, and evaluation of development projects is essential. Proficiency in using office software packages and web-based management systems is required. Required Competencies: The candidate should exemplify integrity, demonstrate commitment to UNFPA and its mandate, embrace cultural sensitivity and diversity, and be adaptable to change. They should also possess skills in developing people, building and managing relationships, fostering innovation, and performance management.

Educational Background:
The educational background required for the position includes an advanced degree in Public Health, International Studies, or other related social disciplines. Alternatively, a Bachelor’s degree in these fields with two years of relevant experience is acceptable. This educational foundation is crucial for understanding the complexities of sexual and reproductive health, gender issues, and program management.

Experience:
The position requires up to two years of professional experience in the field of sexual and reproductive health or gender. Candidates should have demonstrated experience in program/project management and coordination for Joint Programs. Practical experience in the design, implementation, coordination, monitoring, and evaluation of development projects is essential. This level of experience ensures that the Field Coordinator can effectively manage the complexities of the role and contribute to the successful implementation of UNFPA's initiatives.

Languages:
Fluency in English is mandatory, and knowledge of local languages such as Tagalog, Bisaya, and/or Waray is desirable. Proficiency in these languages will facilitate effective communication with local stakeholders and communities, enhancing the impact of UNFPA's programs in the region.

Additional Notes:
The consultancy is expected to last from April 2025 to February 2026, with the individual working from Monday to Friday on a monthly fee basis. The duty station is Tacloban City, with reporting to the UNFPA Country Office in Mandaluyong City. The consultant will be required to submit a monthly accomplishment report detailing target deliverables, deliverables achieved, and other comments or remarks. The Field Coordinator will work under the overall supervision of the Country Representative and the direct supervision of the Assistant Representative, coordinating with various teams to ensure alignment with the 9th Country Programme outcomes, outputs, and timelines. Expected travel to program sites may be necessary as needed. UNFPA provides office space, a laptop, printer, and other equipment, along with a daily subsistence allowance for authorized travel outside the duty station.
