Job Overview:
The National Consultant Southern Leyte Field Coordinator is tasked with the day-to-day coordination, management, advocacy, and visibility of UNFPA’s 9th Country Programme implementation in Eastern Visayas, particularly focusing on Southern Leyte. This role is crucial for supporting the effective, efficient, and timely implementation, monitoring, reporting, and communication of UNFPA interventions and results under the Joint Programme on Accelerating the Reduction of Adolescent Pregnancy (JPARAP). The Field Coordinator will collaborate closely with various teams based in the Manila Office, including Sexual and Reproductive Health, Gender/GBV, Adolescent and Youth, Population and Development, Humanitarian, Partnerships and Advocacy, Monitoring and Evaluation, and Operations. Reporting directly to the UNFPA Assistant Representative, the Field Coordinator will ensure that the program aligns with the humanitarian-development continuum and meets the needs of the target populations.

Duties and Responsibilities:
  • Program Management & Implementation: Develop and review work plans addressing adolescent pregnancy, maternal mortality, family planning, and GBV. Ensure program alignment across the humanitarian-development continuum and recommend strategies for effective implementation. Provide technical inputs for baseline, midline, and endline surveys with the JPARAP M&E team. Support the 9th CP M&E Plan and contribute to reports on JPARAP and related initiatives.
  • Partnership, Coordination & Advocacy: Establish and strengthen partnerships with government agencies, CSOs, UN agencies, and key stakeholders in Southern Leyte. Represent UNFPA in provincial-level coordination mechanisms for the 9th Country Programme (CP). Organize and facilitate JPARAP Provincial Steering Committee meetings and coordinate with regional and national steering committees. Support advocacy and resource mobilization efforts to expand UNFPA’s investments in adolescent health, family planning, and GBV.
  • Capacity Building & Knowledge Management: Provide technical assistance to government agencies, CSOs, and partners on SRH, family planning, and GBV response. Gather field-level insights to inform policy and program improvements. Provide updates to the UNFPA Country Office on progress, challenges, and recommendations.
  • Community Engagement: Promote community-led approaches to ensure interventions meet the needs of women, adolescents, and marginalized groups. Support Accountability to Affected Populations (AAP) mechanisms to enable community feedback and engagement. Assess emerging risks and humanitarian needs and contribute to emergency response planning.
  • Other Duties: Perform additional tasks as assigned to support program implementation and stakeholder coordination.

Required Qualifications:
The Field Coordinator should possess a Master’s Degree in public health, international studies, or other related social science disciplines. Alternatively, a Bachelor’s Degree in these fields with two years of relevant experience is acceptable. The candidate should have up to two years of professional experience in sexual and reproductive health or gender, with demonstrated experience in program/project management and coordination for Joint Programs being desirable. Practical experience in design, implementation, coordination, monitoring, and evaluation of development projects is essential. Proficiency in using office software packages and web-based management systems is also required.

Educational Background:
A Master’s Degree in public health, international studies, or other related social science disciplines is preferred. A Bachelor’s Degree in these fields with two years of relevant experience is also acceptable. This educational background is crucial for understanding the complexities of sexual and reproductive health, gender issues, and program management.

Experience:
Candidates should have up to two years of professional experience in the field of sexual and reproductive health or gender. Experience in program/project management and coordination for Joint Programs is highly desirable. Practical experience in the design, implementation, coordination, monitoring, and evaluation of development projects is essential for this role.

Languages:
Fluency in English is mandatory, and knowledge of local languages such as Tagalog, Bisaya, and/or Waray is desirable. Proficiency in these languages will facilitate effective communication with local stakeholders and communities.

Additional Notes:
The consultancy is expected to last from April 2025 to February 2026, with the individual working from Monday to Friday on a monthly fee basis. The duty station is Southern Leyte, Maasin, with reporting to the UNFPA Country Office in Mandaluyong City. The consultant will be required to submit a monthly accomplishment report detailing target deliverables, deliverables achieved, and other comments/remarks. The Field Coordinator will work under the overall supervision of the Country Representative and the direct supervision of the Assistant Representative, coordinating with various teams to ensure alignment with the 9th CP outcomes, outputs, and timeline. Expected travel to program sites may be required as needed.
