Job Overview: The National Consultant Region 8 Field Coordinator is tasked with overseeing the implementation of UNFPA’s 9th Country Programme in Eastern Visayas, specifically focusing on the provinces of Samar and Eastern Samar. This role involves daily coordination, management, advocacy, and visibility of the program, ensuring that interventions are effectively communicated and monitored. The Field Coordinator will work closely with various teams within UNFPA, including Sexual and Reproductive Health, Gender/GBV, and Monitoring and Evaluation, to ensure that the program aligns with the humanitarian-development continuum. The position requires a proactive approach to engage regional stakeholders and facilitate the implementation of initiatives aimed at reducing adolescent pregnancy and improving maternal health.
Duties and Responsibilities: The duties and responsibilities of the Region 8 Field Coordinator include:
Program Management & Implementation: Develop and review work plans addressing key issues such as adolescent pregnancy and maternal mortality. Ensure program alignment and recommend strategies for effective implementation. Provide technical inputs for surveys and contribute to monitoring and evaluation plans.
Partnership, Coordination & Advocacy: Establish partnerships with government agencies, civil society organizations, and UN agencies. Represent UNFPA in provincial-level coordination mechanisms and support advocacy efforts for resource mobilization.
Capacity Building & Knowledge Management: Provide technical assistance to partners on sexual and reproductive health and GBV response. Gather insights to inform policy improvements and report progress to the UNFPA Country Office.
Community Engagement: Promote community-led approaches to ensure interventions meet the needs of marginalized groups. Support mechanisms for community feedback and assess emerging risks.
Other Duties: Perform additional tasks as assigned to support program implementation and stakeholder coordination.
Required Qualifications: The required qualifications for the position include an advanced degree in public health, international studies, or related social disciplines. Alternatively, a bachelor's degree in these fields with two years of relevant experience is acceptable. Candidates should have up to two years of professional experience in sexual and reproductive health or gender, with demonstrated experience in program management and coordination. Practical experience in project design, implementation, and evaluation is also necessary, along with proficiency in office software and web-based management systems.
Educational Background: Candidates must possess an advanced degree in public health, international studies, or other related social science disciplines. A bachelor's degree in the same fields, combined with two years of relevant experience, is also acceptable. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to effectively manage and implement the programs related to sexual and reproductive health and gender-based violence.
Experience: The position requires candidates to have up to two years of professional experience in the field of sexual and reproductive health or gender. This experience should include demonstrated capabilities in program/project management and coordination, particularly for joint programs. Candidates should also have practical experience in the design, implementation, coordination, monitoring, and evaluation of development projects, which is crucial for the successful execution of the responsibilities associated with this role.
Languages: Fluency in English is mandatory for this position. Additionally, knowledge of local languages such as Tagalog, Bisaya, and/or Waray is desirable, as it will facilitate communication with local stakeholders and communities in the Eastern Visayas region.
Additional Notes: The consultancy is expected to last from April 2025 to February 2026, with the individual working from Monday to Friday on a monthly fee basis. The duty station for this position is Tacloban City, with reporting to the UNFPA Country Office in Mandaluyong City. The consultant will be required to submit a monthly accomplishment report detailing target deliverables and achievements. The position involves travel to program sites as needed, and the consultant will receive office space, equipment, and a daily subsistence allowance for authorized travel.
