Job Overview: The ESS Coordinator-Roving is responsible for administering, mainstreaming, coordinating, and providing technical support for the Environmental and Social Management Framework (ESMF) across various KfW-funded projects. This role is crucial in ensuring compliance with the World Bank's Environmental and Social Standards during project implementation. The incumbent will monitor, evaluate, and mitigate potential environmental and social risks associated with project activities across different regions. Frequent travel to project sites is required to assess and address safeguarding concerns, liaise with stakeholders, and provide technical guidance to project staff. The position demands a proactive approach to ensure that all environmental and social mitigation measures are effectively implemented and monitored, contributing to the overall success of the projects.
Duties and Responsibilities: The ESS Coordinator-Roving will undertake a variety of duties, including but not limited to: ensuring compliance with NRC policies and donor requirements regarding environmental and social safeguarding; serving as the technical lead on the implementation of the ESMF; monitoring environmental and social mitigation measures outlined in safeguarding instruments; training NRC personnel on E&S safeguards; providing on-site support to area offices; coordinating with internal and external stakeholders; conducting environmental and social risk categorization of sub-projects; escalating significant changes in risk categorization; supporting project managers in developing site-specific safeguarding plans; managing record-keeping for E&S documentation; and conducting monitoring of sub-projects to ensure adherence to agreed management plans. The role also involves developing work plans and following up on the implementation of ESMF requirements across various project locations.
Required Qualifications: Candidates must possess a minimum of 4 years of experience in a senior technical position or as a specialist/advisor within a humanitarian or development organization. Proven experience in designing and monitoring infrastructure projects, as well as familiarity with World Bank E&S standards, is essential. The candidate should have experience working in complex and volatile contexts, expertise in resource allocation and cost management, and documented results related to the responsibilities of the position. Strong leadership skills and the ability to manage performance and development are also required.
Educational Background: A Bachelor’s degree or equivalent in Environmental Engineering or Public Health is required. A degree in management or social work is considered an advantage. The educational background should reflect a strong foundation in environmental and social assessments, particularly in relation to rehabilitation and infrastructure projects, using relevant international standards such as the World Bank E&S standards.
Experience: The position requires 3-4 years of experience in drafting environmental and social assessments, screening, and categorization, particularly for rehabilitation and infrastructure projects. Candidates should have proven experience working with World Bank E&S standards and a solid understanding of the ESMF process, tools, and documentation.
Languages: Fluency in Arabic and English is mandatory, with intermediate proficiency in English required for both written and verbal communication. Knowledge of additional languages may be considered an asset but is not mandatory.
Additional Notes: This position is a full-time role with a focus on roving support across various project locations in Sudan. The role may involve frequent travel to different area offices, and candidates should be prepared to work in potentially insecure environments.
