Job Overview: The National Consultant Southern Leyte Field Coordinator is tasked with overseeing the implementation of UNFPA’s 9th Country Programme in Eastern Visayas, with a particular emphasis on Southern Leyte. This role involves daily coordination, management, advocacy, and visibility of UNFPA interventions aimed at reducing adolescent pregnancy and improving reproductive health outcomes. The Field Coordinator will collaborate closely with various teams within UNFPA, including Sexual and Reproductive Health, Gender/GBV, and Monitoring and Evaluation, to ensure effective program execution. The position requires a proactive approach to managing relationships with stakeholders and ensuring that the program aligns with both humanitarian and developmental goals. The consultant will also be responsible for monitoring progress, reporting on outcomes, and communicating results to relevant parties, thereby playing a crucial role in the success of the program.
Duties and Responsibilities: The Field Coordinator's duties include:
Program Management & Implementation: Developing and reviewing work plans focused on adolescent pregnancy, maternal mortality, family planning, and GBV; ensuring program alignment across humanitarian and development sectors; providing technical inputs for surveys; and contributing to monitoring and evaluation plans.
Partnership, Coordination & Advocacy: Establishing partnerships with government agencies, civil society organizations, and UN agencies; representing UNFPA in provincial coordination mechanisms; organizing steering committee meetings; and supporting advocacy efforts for resource mobilization.
Community Engagement: Promoting community-led approaches; supporting accountability mechanisms; and assessing emerging risks and needs.
Other Duties: Performing additional tasks as assigned to support program implementation and stakeholder coordination.
Required Qualifications: The ideal candidate should possess a Master’s Degree in public health, international studies, or related social sciences, or a Bachelor’s Degree with two years of relevant experience. Candidates should have up to two years of professional experience in sexual and reproductive health or gender, with a focus on program/project management and coordination. Practical experience in the design, implementation, and evaluation of development projects is essential, along with proficiency in office software and web-based management systems. The candidate must demonstrate strong advocacy skills, the ability to build relationships, and a commitment to UNFPA's values and mission.
Educational Background: Candidates are required to have a Master’s Degree in public health, international studies, or other related social science disciplines. Alternatively, a Bachelor’s Degree in these fields combined with two years of relevant experience is acceptable. This educational background ensures that the candidate has a solid understanding of the complexities involved in public health and social issues, particularly those related to reproductive health and gender.
Experience: Candidates should have a minimum of two years of professional experience in the field of sexual and reproductive health or gender. This experience should include demonstrated involvement in program/project management and coordination, particularly for joint programs. Practical experience in the design, implementation, monitoring, and evaluation of development projects is highly desirable, as is familiarity with office software and web-based management systems.
Languages: Fluency in English is mandatory, and knowledge of local languages such as Tagalog, Bisaya, and/or Waray is desirable. This linguistic capability is crucial for effective communication with local stakeholders and communities, ensuring that the Field Coordinator can engage effectively with diverse populations and facilitate program implementation.
Additional Notes: The consultancy is expected to last from April 2025 to February 2026, with the individual working from Monday to Friday on a monthly fee basis. The duty station is Southern Leyte, Maasin, with reporting to the UNFPA Country Office in Mandaluyong City. The consultant will be required to submit monthly accomplishment reports detailing target deliverables and achievements. The position involves travel to program sites as needed.
