Job Overview: The National Consultant Region 8 Field Coordinator is tasked with overseeing the implementation of UNFPA’s 9th Country Programme in Eastern Visayas, specifically focusing on the provinces of Samar, Eastern Samar, and engaging regional stakeholders. The role involves managing day-to-day operations, ensuring effective communication, monitoring, and reporting of UNFPA interventions. The Coordinator will work closely with various teams within UNFPA, including Sexual and Reproductive Health, Gender/GBV, and Monitoring and Evaluation, to ensure that the program aligns with the humanitarian-development continuum. The position requires a proactive approach to advocacy and visibility for UNFPA’s initiatives, particularly in addressing adolescent pregnancy and maternal health issues.
Duties and Responsibilities: The duties and responsibilities of the Region 8 Field Coordinator include:
Program Management & Implementation: Develop and review work plans related to adolescent pregnancy, maternal mortality, family planning, and GBV. Ensure program alignment across the humanitarian-development continuum and recommend effective strategies for implementation. Provide technical inputs for surveys and support the M&E Plan.
Partnership, Coordination & Advocacy: Establish partnerships with government agencies, CSOs, and UN agencies. Represent UNFPA in provincial-level coordination mechanisms and organize JPARAP Provincial Steering Committee meetings. Support advocacy and resource mobilization efforts.
Community Engagement: Promote community-led approaches and support mechanisms for community feedback. Assess emerging risks and contribute to emergency response planning.
Other Duties: Perform additional tasks as assigned to support program implementation and stakeholder coordination.
Required Qualifications: The ideal candidate should possess an advanced degree in public health, international studies, or related social disciplines. Alternatively, a bachelor's degree in these fields with two years of relevant experience is acceptable. The candidate must have up to two years of professional experience in sexual and reproductive health or gender, with demonstrated experience in program/project management and coordination. Practical experience in the design, implementation, and evaluation of development projects is essential. Proficiency in office software and web-based management systems is also required.
Educational Background: Candidates must have an advanced degree in public health, international studies, or other related social science disciplines. A bachelor's degree in these fields is acceptable if accompanied by two years of relevant experience. This educational background is crucial for understanding the complexities of public health and social issues that the role addresses.
Experience: The position requires up to two years of professional experience in the field of sexual and reproductive health or gender. Candidates should have demonstrated experience in program/project management and coordination, particularly for Joint Programs. Practical experience in the design, implementation, monitoring, and evaluation of development projects is highly desirable.
Languages: Fluency in English is mandatory, and knowledge of local languages such as Tagalog, Bisaya, and/or Waray is desirable. This linguistic capability is essential for effective communication with local stakeholders and communities.
Additional Notes: The consultancy is expected to last from April 2025 to February 2026, with the individual working from Monday to Friday on a monthly fee basis. The duty station is Tacloban City, with reporting to the UNFPA Country Office in Mandaluyong City. The consultant will be required to submit monthly accomplishment reports detailing target deliverables and achievements. The position involves expected travel to program sites as needed.
