The UN Resident Coordinator Offices (RCO) play a crucial role in supporting countries to achieve their development priorities and the SDGs, led by the UN Resident Coordinator, who is the highest-ranking UN official in the country.

Job Overview:
The Development Coordination Officer, Economist position is situated within the UN Resident Coordination Office in Madagascar. The role is pivotal in providing evidence-based analysis and substantive advice to the Resident Coordinator and the United Nations Country Team, particularly in areas related to SDG acceleration, economic transformation, and SDG financing. The officer will be responsible for planning, facilitating, and consolidating analyses of the SDGs, advocating for partnerships, and coordinating the development of integrated SDG programming cycles. This position requires a deep understanding of sustainable development policies and the ability to engage with various stakeholders to promote economic transformation and financing strategies that align with the SDGs.

Duties and Responsibilities:
  • Conduct evidence-based analysis of the status of the SDGs and provide substantive advice to the Resident Coordinator and UNCT on SDG acceleration and economic transformation.
  • Advocate for strong partnerships within the UN System and with national counterparts to support economic policy reframing for SDG acceleration.
  • Coordinate the development of integrated SDG programming cycles, including roadmaps and annual reports that promote SDG acceleration and financing.
  • Plan and direct knowledge management around SDG acceleration and financing, ensuring a shared understanding of sustainable development trends.
  • Monitor regional and global economic trends, analyze their implications for SDG acceleration, and recommend actions.
  • Support the RC and UNCT in developing collaboration with the private sector to identify SDG financing opportunities.
  • Prepare UN flagship reports on SDG acceleration and financing, ensuring data analysis and evidence-based recommendations.

Required Qualifications:
Candidates must possess a minimum of seven years of progressively responsible experience in sustainable development policy, economic research, and analysis. Knowledge of economics is essential, with familiarity in development economics and relevant experience at national or international levels being desirable. Candidates should demonstrate the ability to apply development economics theory to specific country contexts and conduct high-quality economic research. Understanding of SDGs and their application at the national level is also required, along with experience in coordinating multi-stakeholder processes and strong analytical and writing skills.

Educational Background:
An advanced university degree (Master's degree or equivalent) in economics, development studies, public policy, or public finance is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible experience in sustainable development policy, economic research, and analysis is required. Candidates should have a strong understanding of SDG financing and experience in coordinating multi-stakeholder processes. Familiarity with development economics and the ability to conduct independent research and analysis are also essential.

Languages:
Fluency in French and knowledge of English are required for this position. Knowledge of another UN official language is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding).
