Job Overview:
The Risk and Compliance Officer plays a crucial role in fostering a risk management culture within the Country Office (CO) and supporting the Risk and Compliance Coordinator (RCC) in ensuring compliance with regulations and policies. This position involves monitoring compliance with NRC’s policies and procedures, conducting regular spot checks, and responding to issues related to data protection and compliance. The officer will also be responsible for training staff and stakeholders on compliance-related topics, ensuring that all operations adhere to established guidelines and best practices. The role requires a proactive approach to identifying risks and implementing strategies to mitigate them, thereby enhancing the overall effectiveness of NRC’s operations in the region.

Duties and Responsibilities:
The Risk and Compliance Officer will be tasked with several key responsibilities, including: conducting regular spot checks and field visits to monitor compliance with NRC’s policies; updating project-specific risk registers and sharing them with the RCC; preparing monthly reports on program activities and compliance adherence; facilitating training sessions and Focus Group Discussions (FGDs) for staff and contingent workers on topics such as anti-corruption and data protection; acting as a fact finder and investigator for the Allegation Management Committee (AMC); ensuring visibility of compliance communications in field offices; supporting audits by coordinating with stakeholders; and facilitating distribution spot checks and follow-ups on findings and recommendations. The officer will also prepare annual summaries and reports on risk and compliance areas to facilitate improvements within the CO.

Required Qualifications:
Candidates must possess a Bachelor’s degree in a relevant field such as business administration, accounting, or finance. Completion of a Chartered Accountants (CA-CC) course from a reputable firm is preferred. A minimum of three years of experience in compliance, auditing, or risk management functions is required. Familiarity with Government of Bangladesh compliance regulations for INGOs is essential. Candidates should demonstrate strong planning, organizational, and interpersonal skills, along with excellent analytical, presentation, and reporting abilities. Knowledge of the regulatory context in Bangladesh is crucial, as well as fluency in Chittagonian and English, both written and verbal. Proficiency in MS Office applications is also necessary.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as business administration, accounting, or finance. Candidates who have completed a Chartered Accountants (CA-CC) course from a recognized firm will have an advantage. This educational foundation is essential for understanding the complexities of compliance and risk management in a humanitarian context.

Experience:
The position requires a minimum of three years of relevant experience in compliance, auditing, or risk management functions. Candidates should have a proven track record of working in high-risk environments and familiarity with compliance regulations specific to the humanitarian sector, particularly in Bangladesh. Experience in conducting audits and facilitating training sessions will be beneficial.

Languages:
Fluency in Chittagonian is desirable, while fluency in English, both written and verbal, is mandatory. Strong communication skills are essential for effectively conveying compliance-related information and facilitating training sessions.

Additional Notes:
This position is based in Cox’s Bazar and has a contract duration of 12 months. The role involves approximately 20% travel. The salary for this position is set at 75,716 BDT per month, according to NRC’s Salary Scale, and includes a comprehensive benefits package such as group insurance for staff and dependents, psychosocial assistance, festival bonuses, and various types of leave.
