Job Overview:
The Individual Contractor will be engaged in a critical role within the Terrorism Prevention Branch (TPB) of UNODC, focusing on counter-terrorism efforts. The position requires the contractor to work closely with the substantive officer in the Office of the Chief, TPB, DTA, UNODC. The contractor will be responsible for a range of tasks that include policy formulation, programmatic planning, and administrative support. The role is designed to enhance the effectiveness of UNODC's counter-terrorism initiatives by ensuring that outputs meet the satisfaction of supervising staff and adhere to quality and efficiency standards. The contractor will work in-person for a specified duration, contributing to the development and implementation of strategies that align with the UN Global Counter-Terrorism Strategy.

Duties and Responsibilities:
The duties and responsibilities of the Individual Contractor include:
  • Carrying out various policy, programmatic, and administrative tasks related to the formulation, planning, organization, implementation, monitoring, and evaluation of counter-terrorism programs.
  • Assisting in the preparation of analytical and policy reports, and contributing to the drafting of project proposals.
  • Conducting research on prevention and countering terrorism and violent extremism, focusing on specialized thematic areas.
  • Contributing to the visibility and promotion of UNODC/TPB’s counter-terrorism work by coordinating and preparing various written outputs, including background papers, briefing notes, presentations, correspondence, concept notes, and updates for web pages.
  • Collaborating with national criminal justice entities to train officials on new laws and their implementation, and assisting in the incorporation of universal legal instruments related to terrorism into national legislation.

Required Qualifications:
The position requires a high school diploma as a minimum educational qualification. A university degree in political science or a related field is desirable. Candidates must have some experience working with the United Nations or other multilateral entities, particularly in areas related to international relations, law, and/or terrorism. This experience is crucial for understanding the complexities of counter-terrorism efforts and the legal frameworks involved.

Educational Background:
Candidates must possess at least a high school diploma. A higher education degree in political science, international relations, law, or a related field is preferred, as it provides a foundational understanding of the issues at hand and the legal frameworks that govern counter-terrorism efforts.

Experience:
Candidates should have some level of experience working with the United Nations or similar multilateral organizations. This experience should ideally be in areas related to international relations, law, and terrorism, as it will equip the contractor with the necessary skills and knowledge to effectively contribute to the UNODC's mission in counter-terrorism.

Languages:
Fluency in oral and written English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is also beneficial, as it is another working language of the UN. Additionally, proficiency in other official United Nations languages is considered an advantage, enhancing communication and collaboration within the organization.

Additional Notes:
The position is an individual contractor role with a specific duration from April 1 to May 31, 2025, requiring the contractor to work in-person for a total of 41 days. The remuneration will be determined by HRMS based on the level of functions performed and the qualifications and experience of the contractor. It is important to note that the United Nations does not charge any fees at any stage of the recruitment process, ensuring a fair and transparent hiring process.
