Job Overview:
The primary objective of the Expert Consultant International is to establish a data center and a Business Continuity Plan for hosting the data collected from the 5th General Population and Housing Census (RGPH5) of Niger. Specifically, the consultant will be responsible for bringing the INS data center up to standard by installing and commissioning the equipment and software acquired for the RGPH
  • The consultant will also set up a data replication site 140 km from Niamey to ensure high availability and prevent service outages at the main site. Additionally, the consultant will define a backup strategy and deploy a backup solution for both virtual and physical machines using Veritas Net Backup Flex 5150 Appliance. The expected outcomes of this mission include a compliant INS data center, an operational data replication site, and a developed backup strategy with a deployed solution using VEAM Backup & Replication.

Duties and Responsibilities:
The duties and responsibilities of the Expert Consultant International include:
  • Installing, configuring, and testing the equipment and software acquired for the data center setup.
  • Ensuring that the data center meets all necessary standards and operational requirements.
  • Establishing a data replication site 140 km from Niamey to guarantee high availability and prevent service interruptions.
  • Developing a comprehensive backup strategy and deploying the backup solution for both virtual and physical machines.
  • Preparing and submitting reports on the progress of the mission, including evaluations of training and operational recommendations.
  • Coordinating with the Director General of INS and the RGPH5 Coordinator for oversight and communication regarding the status of activities.
  • Conducting follow-up activities during the general population count to ensure data centralization and incident management.

Required Qualifications:
The required qualifications for the Expert Consultant International include:
  • A Master's degree (Bac+5) in Computer Science, Information Technology, or IT security" style="border-bottom: 1px dotted #007bff !important;">Security.
  • Proven experience in network and IT security.
  • Demonstrated experience in establishing a data center.
  • Knowledge and experience in setting up data hosting infrastructures for population censuses.
  • Proficiency in database management systems, particularly MySQL.
  • Fluency in French and practical knowledge of English.
  • Experience working in Niger is considered an asset.

Educational Background:
Candidates must hold a Bac+5 level degree, which can be a professional Master's degree or an engineering diploma in fields related to Computer Science, Information Technology, or IT Security. This educational background is essential to ensure that the consultant possesses the necessary theoretical and practical knowledge to effectively carry out the responsibilities of the position.

Experience:
Candidates should have substantial experience in the field of IT infrastructure deployment and security. This includes a proven track record of successfully implementing data centers and managing IT security protocols. The ideal candidate will have a minimum of several years of relevant experience, particularly in environments similar to that of the UNFPA's operations in Niger.

Languages:
The mandatory language for this position is French, as it is the working language of the project. Additionally, a practical knowledge of English is desirable, which would facilitate communication and collaboration with international teams and stakeholders.

Additional Notes:
The duration of the consultancy is estimated at a maximum of thirty (30) working days, divided into three phases: 10 days in April 2025 for configuration and testing, 10 days in July 2025 for application deployment and pre-testing, and 10 days in December 2025 for monitoring during the general population count. The consultant will be based in Niamey, Niger, with potential travel within the country. The consultant will be provided with a workspace and internet connection by INS but is expected to use their own computer and mobile phone for daily activities.
