Job Overview: The Programme Management Officer position is situated within the African Institute for Economic Development and Planning (AIDEP) of the United Nations Economic Commission for Africa (ECA) in Dakar, Senegal. The officer will report directly to the Director of the Institute and will be responsible for the development, implementation, and evaluation of assigned programs and projects. This role involves monitoring and analyzing program/project development, identifying issues, proposing corrective actions, and liaising with relevant parties. The officer will also conduct research, assist in policy development, prepare various written outputs, and provide substantive support to meetings and conferences. The position requires collaboration with colleagues on budget and funding activities, data collection and analysis, and the documentation of knowledge through best practices and success stories.
Duties and Responsibilities: The Programme Management Officer will undertake a variety of responsibilities, including: participating in the development and evaluation of programs/projects; monitoring and analyzing program/project implementation; performing consulting assignments and facilitating workshops; researching and presenting information from diverse sources; assisting in policy development and evaluations; designing data collection tools and interpreting responses; preparing written outputs such as reports and background papers; providing support for meetings and conferences; conducting outreach activities and training workshops; participating in field missions; collaborating on budget and funding activities; collecting and analyzing data for insights; preparing project documents and reports; monitoring project implementation and reporting on results; and contributing to knowledge documentation.
Required Qualifications: Candidates must possess a strong understanding of program management theories and concepts, with the ability to identify and resolve issues. They should have skills in data collection and analysis, as well as the ability to conduct independent research. The officer must demonstrate professionalism, teamwork, and effective planning and organizing skills. They should be able to manage conflicting priorities and work efficiently under pressure, while also incorporating gender perspectives into their work.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with two years of qualifying work experience may be accepted. Completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of five years of progressively responsible experience in project or program management, administration, or related areas is required. Candidates should have experience in developing and delivering communications products, such as presentations and reports. Experience in data analytics and data management is desirable, as is experience in resource mobilization and negotiation with donors for projects.
Languages: Fluency in English and French is required, as these are the working languages of the UN Secretariat. Knowledge of another UN official language is considered an advantage.
