Job Overview: The consultant will play a crucial role in providing coordination and administrative support for the implementation of activities related to climate change and health in Tuvalu. This position requires close collaboration with the WHO Division of Pacific Technical Support (DPS) Pacific Climate Change and Environment (PCE) team, the Ministry of Health, and various stakeholders. The consultant will focus on mobilizing stakeholder support, monitoring project timelines, and contributing to reports. The role is essential in addressing the health impacts of climate change, which include water- and vector-borne diseases, undernutrition, and the mental and physical effects of extreme weather events. The consultant will be involved in a project aimed at building climate resilience for health systems in Tuvalu and other Pacific Island countries, enhancing their capacity to manage climate-sensitive health risks through governance, institutional strengthening, and improved health service delivery.
Duties and Responsibilities: The consultant will be responsible for leading the design and implementation of several project-related activities. Key duties include:
Supporting the development of the Climate Change and Health Technical Working Group/Steering Committee by conducting a comprehensive review of relevant policies and stakeholder mapping, preparing draft Terms of Reference, and facilitating bi-monthly meetings.
Conducting a Climate Change and Health Vulnerability and Adaptation (CCH V&A) Assessment by preparing for the assessment, finalizing a work plan, and supporting the roll-out of the assessment tools.
Planning for the development of the Health Component of the National Adaptation Plan (H-NAP) by reviewing relevant policies, drafting work plans, organizing stakeholder consultations, and submitting a plan for finalization.
Delivering timely donor reports to track project implementation progress, including reviewing the project work plan, managing financial tasks, and providing input for quarterly and annual donor reports.
Required Qualifications: Essential qualifications include a university degree in environmental health, public health, climate change and health, environmental science, or a related field. Desirable qualifications include an advanced university degree in the same fields. The consultant should possess advanced knowledge of climate change and health literature, proven skills in technical report writing and policy analysis, and the ability to conduct assessments in low-resource contexts. Strong organizational skills, the ability to work independently and as part of a team, and a high standard of personal conduct are also essential.
Educational Background: The position requires a university degree in environmental health, public health, climate change and health, environmental science, or a related field. An advanced degree in these areas is desirable, indicating a higher level of expertise and understanding of the complexities involved in climate change and health issues.
Experience: The consultant should have at least five years of relevant professional experience in climate change, environmental health, or public health. Experience working with UNDP and/or WHO, as well as with governmental and partner organizations, is desirable. The candidate should have a background in developing and conducting assessments, policy reviews, and report writing, demonstrating a comprehensive understanding of the field.
Languages: Excellent written and spoken fluency in English is essential for this position. Proficiency in additional languages may be considered an asset, particularly in the context of working with diverse stakeholders in the Pacific region.
Additional Notes: The consultancy is based in Funafuti, Tuvalu, and is expected to last for six months, from March to September 2025, on a full-time basis. The consultant will be required to travel locally within Tuvalu and may need to travel to Suva, Fiji, for meetings with the WHO DPS PCE team. The remuneration for this position is set at USD 8,000 per month.
